54CHAPTER-XIIICO-OPERATIVES AND ROLE OF PRIs /GBs.The department of cooperation is presently carrying out the followingactivities-1. Organization and development of cooperatives in various sectors2. Training of cooperative personals3. Financing these cooperative for activities as Govt. share and loan.4. The department has a NCDC (Nation Co operative DevelopmentCorporation) project for integrated development of co operatives i. eICDP (Integrated Coop Development Project).Under this projectCooperatives are financed for taking up various income generatingactivities like - Transport, Godown, Marketing outlets, Piggery, Poultry,Fishery, Sericulture, Tea and Horticulture, Agriculture- Power tillers,Tractors etc by providing Share capital and Loan. The cooperative canitself run the project or can finance SHGs for taking up such project at avery low rate of interest @ 3.5-5.5 % pa.ORGANISATION & DEVELOPMENT OF COOPERATIVES:-Arunachal Pradesh Coop act 1978 envisages that every co-operative neededto be registered. It is being done by the Registrar of Coop Societies,Naharlagun. Since enactment of of the act various co operatives are formedand financed through Cooperation department. The act also empowers theRCS to monitor, supervise and take necessary steps for growth ofcooperatives.HOW COOPERATIVES ARE FORMED?1. If potentiality prevails for organization of a cooperative in certain sectorsin a locality, the promoters should firstly hold a meeting for finding outprobabilities of formation of cooperative in which like minded people,SHGs, other cooperative personals should be invited2. In the meeting draft bye law should be prepared and thoroughlydiscussed, there after the bye law has to be adopted by a resolution.3. An adhoc committee also has to be formed with 05 nos of promoters outof which one should be chairman and one should be secretary. Twopersons preferably the Chairman and the secretary should be authorizedto sign the document for registration.4. The share purchased/ contribution made by promoters and others are tobe deposited in a S/B account of a Bank and by a resolution theChairman and Secretary are to be authorized to operate the account. Acertificate to that effect should be enclosed with the registrationdocument
