1CHAPTER-IPOWERS AND RESPONSIBILITIES OF GAON-BURAS (VILLAGEAUTHORITY)IN ACCORDANCE WITH THE ASSAM FRONTIER (ADMINISTRATION OFJUSTICE) REGULATIONS OF 1945The Assam Frontier (Administration of Justice) Regulations of 1945elaborates about the powers <strong>and</strong> responsibilities of the <strong>Gaon</strong> Buras. InArunachal Pradesh, the <strong>Gaon</strong> Buras are the most important village levelfunctionary. They are responsible <strong>for</strong> all the developmental <strong>and</strong> law <strong>and</strong> orderrelated duties in the village. They are the representatives of the Governmentin the village <strong>and</strong> hence are bound by all the Government instructions issuedtime to time.It is categorically observed that the village where the GB is active <strong>and</strong>responsive is progressing in all the fields.A. RESPONSIBILITIES:-a) The ordinary duties of Police in respect of crime shall be discharged bythe H.G.B. / G.B. They shall maintain peace <strong>and</strong> order within theirjurisdiction. But they shall not deem to be Police Officers <strong>for</strong> purpose ofSection 25 <strong>and</strong> Section 26 of Indian evidence Act or Section 162 of Cr.P.C.b) The H.G.B. / G.B. shall watch <strong>and</strong> report on any bad or suspiciouscharacter within his jurisdiction <strong>and</strong> may apprehend any such persons ifhe has reasonable grounds <strong>for</strong> suspecting that he has committed or isgoing to commit an offence <strong>and</strong> shall h<strong>and</strong> over any person soapprehended to the Deputy Commissioner / Addl. Deputy Commissioneror any Administrative Officer.c) On receipt of in<strong>for</strong>mation of commission of any heinous offence withinthe village, the H.G.B. / G.B. shall proceed without delay to the placewhere the offence was committed <strong>and</strong> enquire into it.d) It shall be the duty of the H.G.B. / G.B. to report to the DeputyCommissioner / Addl. Deputy Commissioner or any AdministrativeOfficer as soon as possible all crime, violent, death <strong>and</strong> seriousaccidents occurring within his jurisdiction <strong>and</strong> all occurrences whetherwithin or beyond his jurisdiction, which may come his / her knowledge<strong>and</strong> which are likely to affect the public peace <strong>and</strong> to arrest <strong>and</strong> deliveroffenders to the nearest Administrative Officer.e) It shall be the duty of the H.G.B. / G.B. to co-operate with the Panchayatmembers in implementing various developmental programme in theirrespective jurisdiction.
