43ROLE OF GB/ PRIs IN IMPLEMENTATION OF AGRIL. PROGRAMME/SCHEMES.All Agril. Schemes as specified above are basically beneficiary oriented.It is a known fact that success of any programme is largely depends onselection of suitable beneficiary who shall physically h<strong>and</strong>le <strong>and</strong> operate theunit from beginning to end. At this juncture role of GBs <strong>and</strong> PRIs are very vitalwho are solely responsible <strong>for</strong> identification of individual beneficiaries,because they can well underst<strong>and</strong> the socio-economic status of the individualfarmers, their behavior of varied nature which will be applicable <strong>for</strong> variousProgrammes.For example It is seen that every although Potato seeds are distributedto farmers on subsidy rates, the actual crop area are not visible <strong>and</strong>production of good yield are also not achieved. It is mainly because of the factthat the Potato seeds are distributed in circles covering majority of farmerswherein an individual farmer hardly gets 10 kgs of Potato seeds. Under thissituation we cannot expect a good return. Moreover, crop area are not at allvisible due to cultivation in small pockets in scattered locations,. Under thissituation role of GBs/ PRIs are very vital so that they can identify compactfeasible l<strong>and</strong>s <strong>and</strong> select limited deserving farmers <strong>and</strong> adopt Potatocultivation on compact basis where mechanized farming can be practicedunder close supervision of field officers. Under such a situation, bumper yieldcan be anticipated, but without active role of GBs/ PRIs, it is not at allpossible. It has to be resolved on community basis.Hence concerned GBs/ PRIs may find ways <strong>and</strong> means so thatmaximum benefits can be derived out of limited resources.Similar is the case with other crops like Mustard, Wheat, Pea, Cereals<strong>and</strong> Pulses.Under Farm mechanization programme various improved FarmMachineries are provided to farmers under Macro-Programme every year butit has been observed that due to lack of proper maintenance <strong>and</strong> after-carethe machineries are lying – off road <strong>and</strong> defunct. It is mainly because of lackof keen interest <strong>and</strong> capability to bear wear <strong>and</strong> tear expenses. Hence duringidentification of beneficiary it is important to assess his capability <strong>and</strong> personalwillingness towards that particular machinery. It is only because of this simplereason; many of farm machineries are lying defunct. On the other h<strong>and</strong> asection of farmers are also in the habit of disposing their machineries on verynominal rates to outsiders.Hence concerned GBs/ PRIs may like to find any solution so that properidentification of beneficiary is made <strong>for</strong> successful implementation of theschemes.Similar is the case with Power Tillers where it has been seen that properutilization of subsidy/ Power Tillers are not maintained.
