39CHAPTER-VIIIHORTICULTURE AND THE ROLE OF PRI/GBThe department of Horticulture in a District implements schemes on variousfruit crops like Orange, Banana, Litchi, Pineapple, Pomegranates; spicescrops like Large cardamom, Black pepper, Cinnamon, medicinal <strong>and</strong> aromaticplants like citronella, Safed Musuli, Stevia under “ Technology Mission” tilldate. For instance a considerable achievement has been made especially inOrange <strong>and</strong> large cardamom at Wakro, Tezu <strong>and</strong> Orange in Lathao areas ofLohit district.However, it has also been observed that in few areas the concentration ofmedicinal <strong>and</strong> aromatic schemes; black pepper <strong>and</strong> litchi scheme keeping inview of feasible weather parameter, are not satisfactory. The barbed wiredistributed to the beneficiaries are also not properly utilized <strong>and</strong> some farmercl<strong>and</strong>estinely sell them at throw away prices. The planting materials are alsonot properly fenced round <strong>and</strong> get damaged by the domestic animals. Suchmisuse of the schemes should be checked primarily by an alert Panchayatbody.ROLE OF GB/PR:1. It has been reported by field functionaries that the beneficiary sold off thebarbed wire given to them against scheme. GB & PR leader shouldpunish such beneficiary <strong>and</strong> should curtail in awarding any scheme infuture from any dept to such beneficiary.2. The PR leader should select a reasonable <strong>and</strong> deserving beneficiarywithout seeing any relation or political colour <strong>for</strong> physical achievement.3. On allotting a garden unit to a deserving person, a l<strong>and</strong> dispute crops upjust merely to disturb. GB should issue a certificate of ownership of l<strong>and</strong>.4. Habitual garden trespassing particular animal like cow, goat, pit, shouldbe confined by the owner or sell off to avoid damage of garden.5. It has been reported that some farmer used to intimidate <strong>and</strong> harass thefield staffs <strong>for</strong> not in<strong>for</strong>ming or allotting them a garden unit. Where as avillage representative are consulted <strong>and</strong> get selection of beneficiary. GB<strong>and</strong> PR leader should punish such wrong doer.6. Theft <strong>and</strong> damage of fruit <strong>and</strong> seedling are regular phenomena of everyvillage which discourage the gardener <strong>for</strong> further development of garden.GB <strong>and</strong> Panchayat leaders should give heavy penalty to such person.7. The GB <strong>and</strong> PR leader should help <strong>and</strong> co-operate in other departmentalactivities like collection of data of garden, weather <strong>and</strong> soil condition etc.
