38d) ASSISTANCE TO PWD (Persons with Disabilities) :- In addition toabove, this Cell is recommending the required documents to Govt. foraccord of sanction to persons with disabilities. So far only 2(two) personshave been assisted during 2004-2005.f) FORMATION OF SELF HELP GROUP (Swayamsidha):- Govt. hasfixed a target to form 100 numbers of SHGs in Lohit District and so farwe have formed 62 groups in Tezu, Sunpura, Chongkham, Namsai,Piyong and Lekang Circle and for rest 38 groups steps are being takento form the remaining SHG during this year. Ten to twenty rural womenpreferably from families of BPL/ ST, SC/ marginalized assetless andurban poor categories are organized in a homogenous group andmotivated for undertaking economic activities and training on financialtransactions & savings.g) The department is also the nodal agency for centrally sponsoredschemes for NGOs; VOs, Cooperatives etc Viz- STEP (Support forTraining and Employment Program for women), NORAD, RastriyaMahila Kosh (RMK) etc.The role of GBs and PRIs in the execution of these schemes -i) Selection of beneficiaries of state old age pension and national old agepension, ex-gratia Relief and Re-settlemnt, Rehabilitation of personswith disabilities, Swayamsidha, Balik Samridhi yojana, Kisori Shakti andNational Family benefit Scheme.The State old age pension scheme, National old age pension, Nationalfamily benefits scheme are being implemented through DD (ICDS) Tezuand Balika Samridhi yojanan, Kisori Shakti and Swayamsidha by theCDPOs.ii)iii)iv)Selection of A/W Workers/ Helpers is being done in the CDPO’s Levelthrough ANCHAL SAMITY MEMBER.Construction of A/W buildings executed through CDPOs in consultationwith Zilla Parishad.Kishory Shakti Yojana (KSY) scheme is executed by this project as andwhen fund is received from Govt.The role of GBs and PRIs is very important in identification of thebeneficiaries. The PRIs are responsible for identification and submissionof applications of the beneficiaries for above schemes in time.
39CHAPTER-VIIIHORTICULTURE AND THE ROLE OF PRI/GBThe department of Horticulture in a District implements schemes on variousfruit crops like Orange, Banana, Litchi, Pineapple, Pomegranates; spicescrops like Large cardamom, Black pepper, Cinnamon, medicinal and aromaticplants like citronella, Safed Musuli, Stevia under “ Technology Mission” tilldate. For instance a considerable achievement has been made especially inOrange and large cardamom at Wakro, Tezu and Orange in Lathao areas ofLohit district.However, it has also been observed that in few areas the concentration ofmedicinal and aromatic schemes; black pepper and litchi scheme keeping inview of feasible weather parameter, are not satisfactory. The barbed wiredistributed to the beneficiaries are also not properly utilized and some farmerclandestinely sell them at throw away prices. The planting materials are alsonot properly fenced round and get damaged by the domestic animals. Suchmisuse of the schemes should be checked primarily by an alert Panchayatbody.ROLE OF GB/PR:1. It has been reported by field functionaries that the beneficiary sold off thebarbed wire given to them against scheme. GB & PR leader shouldpunish such beneficiary and should curtail in awarding any scheme infuture from any dept to such beneficiary.2. The PR leader should select a reasonable and deserving beneficiarywithout seeing any relation or political colour for physical achievement.3. On allotting a garden unit to a deserving person, a land dispute crops upjust merely to disturb. GB should issue a certificate of ownership of land.4. Habitual garden trespassing particular animal like cow, goat, pit, shouldbe confined by the owner or sell off to avoid damage of garden.5. It has been reported that some farmer used to intimidate and harass thefield staffs for not informing or allotting them a garden unit. Where as avillage representative are consulted and get selection of beneficiary. GBand PR leader should punish such wrong doer.6. Theft and damage of fruit and seedling are regular phenomena of everyvillage which discourage the gardener for further development of garden.GB and Panchayat leaders should give heavy penalty to such person.7. The GB and PR leader should help and co-operate in other departmentalactivities like collection of data of garden, weather and soil condition etc.
