35It is expected that the GBs <strong>and</strong> Panchayat <strong>Leader</strong>s will render their help.Further, it to be mentioned here that the Govt. of India has modified theshape of contribution from cash to labour, kind or material <strong>and</strong> now cashcontribution is not required.C. Maintenance of asset created or providing drinking water supply tothe village.The following helps expected <strong>for</strong> proper maintenance of water supplysystem provided to the villages.1. To develop proper civic sense among the villagers about thejudicious use of drinking water.2. To develop sense of hygiene <strong>and</strong> cleanliness during the use ofdrinking water among the villagers.3. To stop stealing practices of GI pipes, Taps etc. from the villagewater supply system.4. To develop sense of closing the water tapes after use to avoidwastage of precious water.E. Water Charges :Collection of water charges from the users has become a vigorousproblem <strong>for</strong> PHE & WS Department. In this context, PHE & WS Departmentexpecting help from all heads of department as well as GBs <strong>and</strong> Panchayat<strong>Leader</strong>s <strong>for</strong> payment of water charges fixed by the government of ArunachalPradesh to raise the State revenue.Help expected from all Heads of Department under Lohit District:All heads of department should develop a good awareness among theirstaff that the water charges are being deducted from their salary <strong>for</strong> using thewater as a natural resource irrespective of the water source used by them, itmay be from their personal well, h<strong>and</strong> pump or supplied by the PHE & WSdepartment <strong>and</strong> it is the personal responsibility of all D.D.O. of department todeduct water charges from each <strong>and</strong> every employee <strong>and</strong> deposit to thegovernment of Arunachal Pradesh which will be the revenue of the State.Help expected <strong>for</strong> GBs <strong>and</strong> Panchayat <strong>Leader</strong>s:1. They should create a sense among the villagers that payment of watercharges is compulsory <strong>for</strong> them, as, they are using the water as a naturalresource of the State.2. They should teach the villagers how the revenue collected from watercharges is being utilized from the State Government <strong>for</strong> theirdevelopmental works like education, medical, road, irrigation <strong>and</strong> also <strong>for</strong>providing drinking water facility to the villagers.
