14E. IMPLEMENTATION OF WAGE EMPLOYMENT PROGRAMMEOne of the major problems in our rural areas is the crisis of regular wageemployment. Keeping in view this problem Govt. is launching severalprogrammes time to time to provide wage employment opportunities to therural people in their own area. Presently, SGRY (Sampoorna Gramin RozgarYojana) is being implemented in all the DRDAs of the country <strong>for</strong> this purpose.This programme was launched w.e.f. 25 th September’2001 where the wageemployment programme like EAS <strong>and</strong> JGSY were merged together. The mainobjective of this programme is to provide wage employment <strong>and</strong> food securityto the rural people <strong>and</strong> to create durable community assets <strong>for</strong> infrastructuraldevelopment. At the same time Govt. also decided to empower thePanchayats <strong>for</strong> implementation of the programme in a fruitful manner. Hence,policies has been framed to implement the programme exclusively through thePanchayat <strong>Raj</strong> institutions. For this purpose Panchayats have the power toselect <strong>and</strong> implement the schemes which are found extremely necessary <strong>for</strong>the Panchayats in particular the fund under SGRY is made available <strong>for</strong> thethree tiers <strong>Panchayati</strong> <strong>Raj</strong> institutions i.e. at village level the Gram Panchayator Gram Sabha, In intermediate level the Anchal Samities <strong>and</strong> at District levelthe Zilla Parishad. On receipt of allocation from Govt. the 50 % portion of thefund is released equally to all the Gram Panchayats, 30 % portion of the fundto the Anchal Samities on the basis of the population <strong>and</strong> 20 % portion of thefund is released to the Zilla Parishad. Since the <strong>Panchayati</strong> <strong>Raj</strong> institutions ofour state are not have the infrastructure <strong>for</strong> financial management hence, thefund meant <strong>for</strong> Gram Panchayats <strong>and</strong> Anchal Samities are h<strong>and</strong>led by theBlocks <strong>and</strong> the funds meant <strong>for</strong> the Zilla Parishad are h<strong>and</strong>ling by DRDA itselfon behalf of the Gram Panchayats, Anchal Samities <strong>and</strong> Zilla Parishadrespectively.F. HARIYALIFor rejuvenation of natural resources like l<strong>and</strong> <strong>and</strong> water in rural area as wellas an approach in empowering rural communities economically <strong>and</strong> sociallythe new initiative Hariyali launched by the Prime Minister of India on 27 thJanuary, 2003.In view of participation of Panchayat <strong>Raj</strong> Institution in all the area developmentprogrammes like Integrated Wastel<strong>and</strong> Development Programme (IWDP),Drought Prone Area Programme (DOAP) <strong>and</strong> Desert DevelopmentProgramme the Guidelines <strong>for</strong> watershed. Developments were adopted w.e.f.1.4.1995 <strong>and</strong> subsequently revised in August 2001. To simplify theprocedures further <strong>and</strong> effective involvement of <strong>Panchayati</strong> <strong>Raj</strong> Institution,Hariyali was adopted.The objectives of projects under Hariyali are:-1. Harvesting every drop of rainwater <strong>for</strong> purpose of irrigation, plantationsincluding horticulture <strong>and</strong> floriculture, pasture development, fisheries etc.to create sustainable sources of income <strong>for</strong> the village community aswell as <strong>for</strong> drinking water supplies.
