11speciality of the programme is to provide food grains as wages <strong>for</strong> thefood security of the wages. For this purpose Govt. of India is to provide50% of the allocated fund as food grains but State Govt. is to bear thecarrying charges of the food grains. Rest 50% of the allocation is to beprovided in cash at the ratio of 75: 25 by the Centre <strong>and</strong> the State. Whileproviding wages in the <strong>for</strong>m of food grains there is modality to provide 5kgs rice per day <strong>and</strong> rest amount in cash to a wager as per minimumwage rate of the Govt. On receipt of allocation from Govt. DRDA is torelease 50% share of the fund equally to the Gram Panchayats, 30%share of fund to the Anchal Samities on the basis of population <strong>and</strong> 20%of the fund to the Zilla Parishad. Since in our State the Panchayat <strong>Raj</strong>Institutions have not yet the infrastructure to per<strong>for</strong>m the financialmanagement, hence the fund meant <strong>for</strong> the Gram Panchayats, AnchalSamities <strong>and</strong> Zilla Parishad are still h<strong>and</strong>ling by the DRDA <strong>and</strong> its blocksOn the other h<strong>and</strong> due to unavoidable problem of the State, the foodgrains component of the programme could not be lifted till now <strong>and</strong> theprogramme is implementing with the cash component of the programmeonly.3. Rural Shelter:- <strong>for</strong> providing shelter to the rural shelter less poor <strong>and</strong>families having kutcha temporary houses Govt. has launchedprogramme like IAY(Indira Awas Yojana) <strong>and</strong> Gramin Awas. Theprogramme IAY is implemented with the fund allocation both by thecenter <strong>and</strong> the state at the ratio of 75: 25 but in the case of GraminAwas, the 100% allocation is made by the center. Both the programmeshave two types of assistance one is new construction <strong>and</strong> the other is upgradation.4. Special Projects: - In addition to the a<strong>for</strong>esaid three programmes, thereare some special projects which are implemented as <strong>and</strong> whensanctioned by the Govt. as per specially designed project proposal.For instance few years ago Project of Tea cultivation was implemented by theDRDA of Lohit district to provide special assistance to 100 Nos beneficiariesof the district. Another special project called Samagrah Awas Yojana wasimplemented in Bhekuliang village of Tezu CD Block. Similiarly IWDP/Hariyaliprojects are also being implemented as special project in the same district viz-
