10CHAPTER- IIIVARIOUS RURAL DEVELOPMENTAL SCHEMES UNDER DRDADRDA (District Rural Development Agency) was set up <strong>for</strong> implementingDevelopmental programmes in rural areas <strong>for</strong> alleviation of rural poverty, Themain function of the DRDA is to received grants-in-aid from the Govt. <strong>for</strong> therural poverty alleviation programme <strong>and</strong> implement the programme as per theguidelines of Govt. For implementing the poverty alleviation programmeDRDA is to execute same through its CD Blocks <strong>and</strong> Panchayat <strong>Raj</strong>Institutions.For alleviation of poverty first it is necessary to ascertain the scale of poverty.For this purpose BPL census is conducted every after 5 (five) years <strong>for</strong>ascertain the rural poverty <strong>for</strong> a particular 5(five) year plan. Presently 10 th fiveyear plan is going on <strong>and</strong> <strong>for</strong> this plan period BPL census was conductedduring the year 2002-03 which is called BPL census 2002. According to thiscensus there are 14203 rural household in this DRDA (Both <strong>for</strong> Lohit <strong>and</strong>Anjaw district) out of which 12482 families are living below the poverty line.For upliftment of this rural poverty the DRDA is implementing various centrallysponsored programmes. Generally four types of programmes areimplemented. These are:-1. Self Employment Programme2. Wage employment programme3. Rural shelter4. Special projects1. Self Employment Programme: SGSY is the programme which isimplementing <strong>for</strong> providing self employment opportunities to theunemployed rural people. This programme was introduced during theyear 1999 by merging erstwhile IRDP <strong>and</strong> its allied programme likeTrysem, DWCRA etc. The programme has two approach i.e. groupapproach <strong>and</strong> individual approach. In group 10 to 20 persons of separatefamily can combine together to <strong>for</strong>m a Self Help group <strong>for</strong> workingtogether with common interest. The group is to open a group account<strong>and</strong> save regularly to strengthening the group account. There aredifferent stages of a group <strong>and</strong> it is necessary <strong>for</strong> a group to go throughsome gradation test. On satisfactory per<strong>for</strong>mance by a group in thegradation test it becomes eligible <strong>for</strong> receiving economic activity withGovt. subsidy <strong>and</strong> bank loan. There is also provision in SGSY to provideassistance to rural unemployed individually. For this purpose assistanceis provided with Govt. subsidy <strong>and</strong> bank loan in the ratio of 1: 2 withmaximum ceiling of subsidy Rs.10, 000/- <strong>and</strong> bank loan Rs.20, 000/-. Itis compulsory both <strong>for</strong> group <strong>and</strong> individual to repay the bank loan intime with interest chargeable by bank.2. Wage Employment:- SGRY (Sampoorna Gramin Rozgar Yojana) isimplementing <strong>for</strong> this purpose. This programme has been launched inthe year 2001-02 replacing erstwhile EAS <strong>and</strong> JGSY programme. The
