1223. Gram Panchayat will verify the application and register families as jobseekers.4. The registered families will be provided with a job card containing theregistration No. photographs of adult members of the family who areapplicants have to be attached to the job card. The job card will be validfor five years.5. After registration and issue of job card, Gram Panchayat will send copiesof registration to the Programme Officer for record and other necessaryaction like planning and organizing of resources for providingemployment.6. After registration, the members of the registered households may submitapplication for providing works. Such application should be in writing inplan paper. Single application may be given by a group of household.7. After receiving the application for work, the Programme Officer willforward the application to the Gram Panchayat for further action. TheGram Panchayat have the right to allocate works to the families whohave applied for work, in the works implementing by the any executingagencies. While allocating works priority may be given that one-third ofthe workers may be women.8. The works provided shall be within 5 km radius as per possible.9. Any person inured while working will be provided with free medicaltreatment.10. If a person dies or becomes permanent disabled by accident occurredduring the course of employment, shall be provided an ex-gratiapayment of Rupees twenty five thousand.EXECUTION OF WORK1. The activities can be taken up on priority basis under the programme willbe as follows:-a) Water conservation and water harvestingb) Drought proofing (including Aforestation and plantation)c) Irrigation channels including micro and minor irrigation worksd) Provision of Irrigation facility to land owned by ST/SC householdand the beneficiaries under IAYe) Renovation of traditional water bodies including desisting of tanksf) Land developmentg) Flood Control and protection works including drainage in waterlogged areash) Rural connectivity to provide all weather accessi) Any other work which may be notified by the Central Govt. inconsultation with the State Govt.
1232. Zilla Parishad may formulate projects as per local needs and send themto the State Employment Guarantee Council for taking up with Govt. ofIndia for consideration and notification.3. There is no provision for engagement of contractors for execution ofworks under the programme.PAYMENT OF WAGES AND UN-EMPLOYMENT ALLOWANCES1. Every person working under the scheme shall be entitled to wages asper minimum wage rate fixed by the State Govt.2. Equal wages shall be paid to men and women workers.3. The payment of wages shall be made on weekly or forth nightly4. The payment of wages will be made through muster roll. In the musterroll, the job card or registration No. will be entered near the name of theworkers.5. The details of the works provided to the workers will be entered in thejob card.6. If a worker applied for work, cannot be provided with employment within15 days, an unemployment allowance shall be paid. The rate of unemploymentallowance will be one fourth of the wage rate for the firstthirty days and half of wage rate for another sixty days.7. The un-employment allowance payable to the household shall besanctioned by the District Programme Coordinator and disbursed by theprogramme officer.GRIEVANCE REDRESSAL MECHANISM1. There is a grievance redressal mechanism under the NREGA. A systemof appeal is designed so that proevances at each level are addressed.2. An appeal against the decision of Head Gaon Bura / Gaon Bura will beto the Programme Officer.3. Appeal against the programme Officer will be to the District ProgrammeCoordinator.4. Decision of the Programme Coordinator will be final and binding.EVALUATION AND MONITORING1. The Gram Sabha will monitor all works at the village level andemployment provided to the all registered household.2. The Gram Panchayat will monitor the works implemented by otherimplementing agencies.3. Programme Officer shall be responsible to send all reports and returns tothe District Programme Coordinator who will in tern shall send the reportto the State/Central Govt.4. The Zilla Parishad and the District Programme Coordinator will monitorall aspects of implementation
