121MANAGEMENT1. There will be a central employment Guarantee Council for advising onimplementation, monitoring and evaluation of NREGA.2. There will be a State Employment Guarantee Council at the State levelfor advising on implementation, monitoring and evaluation of NREGA.3. The Director, Rural Development, Govt. of Arunachal Pradesh shall bethe State Programme Coordinator.4. The Deputy Commissioner of the District will be the District ProgrameCoordinator.5. The Project Director, DRDA is designated as Assttt. District ProgrammeCoordinator and will be the overall Coordinator and supervision of works.6. There will be programme officer equivalent to the rank of BlockDevelopment Officer at Block level to implement the programme. Till theappointment of POs, BDOs are designated as POs.7. In order to smooth implementation of the programme, there will be –1. Computer Assistant, 2. One Account Assistant, 3. One TechnicalAssistant at Block level, 4. One Technical Assistant at Panchayat levelfor every 10 Gram Panchayat and 5. One Administrative Assistant forevery Gram Panchayat under the Programme Officer.8. The Panchayat at all levels i.e. Zilla Parishad, Anchal Samity and GramPanchayat will be authority for planning and implementation of theScheme. But at least 50% of the works in terms of cost will be allotted toGram Panchayat.9. The Gram Panchayat will identify the projects to be included in theproject proposal as per recommendation of Gram Sabha and forward thesame to the Programme Officer.10. The Anchal Samity will approve the block level plan prepared by theProgramme Officer by compiling the proposals received from GramPanchayat and forward same to the Zilla Parishad.11. The Zilla Parishad will approve the block wise shelf of projects preparedby the Programme Officer and approved by the Anchal Samity.REGISTRATION AND EMPLOYMENT1. The wage employment under NREGA is open to all rural household. Theentitlement of 100 days wage employment is in term of a household andit can be shared by more than one member of the household having 18years of age. Hence the willing members of the household may gotregistered their name as job seekers.2. Application for registration on a prescribed form may be given to localGram Panchayat. One application is eligible for all the willing member ofthe household.
