120CHAPTER XXVIIINATIONAL RURAL EMPLOYMENTGUARANTEE PROGRAMMECONTEXTThe National Rural Employment Guarantee Act, 2005 (NREGA)guarantees 100 days of employment in a financial year to any ruralhouseholds whose adult members are willing to do un-skilled manualworks. The act which came into <strong>for</strong>ce initially in 200 Districts, <strong>and</strong> will beextended gradually to other areas notified by the Central Govt. It willcover the whole country within 5 years.This act is an important step towards the realization of Right toWork. It is also expected to enhance people’s livelihood on a sustainedbasis, by developing the economic <strong>and</strong> social infrastructure in ruralareas. The choice of works seeks to address the causes of chronicpoverty such as draught, de<strong>for</strong>estation <strong>and</strong> soil erosion. Effectivelyimplemented, the employment generated under the act has the potentialof trans<strong>for</strong>ming the geography of poverty.THE NATIONAL RURAL EMPLOYMENT GUARANTEE ACT (NREGA)SHORT OUTLINE AND OBJECTIVES1. National Rural Employment Guarantee Act was launched by the Govt. ofIndia as on 5 th September/2005 replacing erstwhile SGRY (SampornaGramin Rozgar Yojana). The newly introduced programme NREGA hascome into effect in Lohit District as on 01-04-2007.2. The primary objective of the programme is to provide 100 days wagesemployment to a rural households in a year whose adult members arewilling to do un-skilled works.3. The secondary object of the programme is to create durable assets inrural areas.4. The programme will be implemented as a central sponsored scheme.5. The cost sharing ration between Central Govt. <strong>and</strong> State Govt. will be asfollows:a. Central Govt. will provide 100% fund <strong>for</strong> un-skilled wages <strong>and</strong> 75%fund <strong>for</strong> skilled/semi-skilled wages <strong>and</strong> the cost of the materials.b. State Govt. will provide 25% fund <strong>for</strong> skilled/semi-skilled wages <strong>and</strong>the cost of materials.
