Causes of law <strong>and</strong> order: - Past experience shows that, law <strong>and</strong> orderissues can arise because of the following reasons:i) L<strong>and</strong> disputeii) Clan disputeiii) Property disputeiv) Marriage disputev) Business rivalryvi) Political rivalryvii) Crime against propertyviii) Crime against human beingix) Crime against women <strong>and</strong> children02 When <strong>and</strong> where crime occurs most:i) where there is maximum concentration of mixed floating populationii) Among the lowest income classesiii) Among the addicts (Alcohol <strong>and</strong> drug)iv) Professional criminals who commit crimes <strong>for</strong> gain03 Role of GB: GB <strong>and</strong> PRI being the representative of government <strong>and</strong>the public, they can play a significant role in maintaining law <strong>and</strong> order inthe society. They should act like a bridge in between the public <strong>and</strong> thelaw en<strong>for</strong>cing agencies. They being responsible <strong>and</strong> respectable citizenshould come <strong>for</strong>ward to assist the administration <strong>and</strong> Police when eversituation arises. There are some important law <strong>and</strong> order issues whichcan be resolved by GB / PRI.i) Organizing VDP (Village Defence Party)ii)iii)Settlement of petty disputes at village / Panchayat level as per localLaws / precedentEncouraging village youths in social constructive works / games<strong>and</strong> sports / culture etc. be<strong>for</strong>e the youth go to the wrong directioniv) Protection of government properties in village areas likegovernment establishment <strong>and</strong> vital installations.v) Identify criminals <strong>and</strong> report to Police.vi)Maintaining records of petty criminals <strong>and</strong> their activities.vii) Report to Police when ever stranger / suspicious person visitsvillage.
