62The National Early Recovery and Reconstruction Plan for Gaza 2014SECTION5IMPLEMENTATIONARRANGEMENTSAND PERFORMANCEMONITORINGThis plan presents the blueprint and guiding framework for the relief, responseand recovery efforts in Gaza for 2014-2017. While international partners are kindlyrequested to provide adequate funding, ultimate responsibility for the delivery ofthe plan rests with the National Consensus Government, which will act as thesingle address for all planning, implementation, and financing issues with respectto the recovery and reconstruction of Gaza.Detailed planning and active management of the recovery and reconstructionprocess will be essential to ensure effective implementation. In this respect,the mandate of the Higher Inter-Ministerial Committee on Recovery andReconstruction will be extended to oversee the implementation of the Plan.The Committee will be supported by a new Gaza Recovery and ReconstructionImplementation Unit. An immediate priority for the Committee, the Governmentand partners will be to complete the detailed damage assessments and developdetailed implementation plans by sector and at the local level.
