COUNCIL 2MARCH 25 TH , 2013<strong>NO</strong>. 5c) TIM HAYWARD re Bioregional Planning for AggregatesTim Hayward, Research and Policy Analyst for the Bioregional Planning forAggregates Group, with the assistance <strong>of</strong> PowerPoint, announced he was presentbefore Council to explain the concept <strong>of</strong> Bioregional Planning for Aggregates.Mr. Hayward explained the concept <strong>of</strong> Bioregional Planning for Aggregates was toidentify and promote opportunities to integrate aggregates with natural heritagesystems while planning to maintain the integrity <strong>of</strong> the hydrology and naturalsystems <strong>of</strong> the Oak Ridges Moraine. Mr. Hayward further explained BioregionalPlanning for Aggregates is a holistic approach to planning for aggregates thattakes ecological, social, and cultural aspects into account on a landscape scale.Mr. Hayward noted the Bioregional Planning for Aggregates group and study wasmade possible by an Ontario Trillium Grant. Mr. Hayward noted that to date thegroup has held many workshops and also visited a rehabilitated pit to understandplanning issues and formulate better, more comprehensive rehabilitation plans forthe future. Mr. Hayward also presented a number <strong>of</strong> maps, showing overlays <strong>of</strong>various planning jurisdiction and aggregate resource operations within the<strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong>.Mr. Hayward concluded by explaining that a comprehensive rehabilitation plancoordinates the final land use goals <strong>of</strong> several separate extraction operations intoone after use in a plan that encompasses the whole extraction area. Mr. Haywardfurther explained that ultimately the end goal <strong>of</strong> the group would be to make finalaggregate policy recommendations and to commence a ComprehensiveRehabilitation Pilot Project.e) 76 th Army Cadets <strong>of</strong> <strong>Uxbridge</strong> re Vimy Proclamation and Pin Presentation<strong>The</strong> 76 th Army Cadets <strong>of</strong> <strong>Uxbridge</strong> marched into the Council Chambers and readthe Vimy Proclamation, which Deputy Mayor Northeast proceeded to sign. <strong>The</strong>76 th Army Cadets <strong>of</strong> <strong>Uxbridge</strong> also presented all Members <strong>of</strong> Council with VimyPins.<strong>The</strong> Vimy Proclamation and Vimy Pins are part <strong>of</strong> a special education programinitiated by the Army Cadets <strong>of</strong> Canada focusing on the Battle <strong>of</strong> Vimy Ridge.b) ROGER ANDERSON, CHAIR, REGION <strong>OF</strong> DURHAM re Region <strong>of</strong> DurhamUpdateRoger Anderson, Durham Region Chair, introduced himself and thanked theCouncil <strong>of</strong> the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> for the opportunity to provide and overview <strong>of</strong>2012 Region <strong>of</strong> Durham activities and a glimpse <strong>of</strong> what is to come from theRegion <strong>of</strong> Durham in 2013.Durham Region Chair Anderson began by discussing the events <strong>of</strong> 2012 which ledto the new method <strong>of</strong> election for the Durham Region Chair. Durham Region ChairAnderson spoke to the positives and the potential negatives <strong>of</strong> the new process.Durham Region Chair Anderson also spoke to the presentation Durham Regiongave to the Federal Boundaries Electoral Commission, which focused on a “makeDurham Region whole” campaign. Durham Region Chair Anderson noted he waspleased with the Federal Electoral Boundary changes that were made from theinitial Federal Electoral Boundaries which severely fragmented the Region <strong>of</strong>Durham.Durham Region Chair also gave a Departmental overview <strong>of</strong> the Regionhighlighting the recent approval <strong>of</strong> Region <strong>of</strong> Durham Official Plan Amendment128, which means that Durham Region now has an up to date Official Plan and

Durham Region ChairAnderson also spoke to the Region <strong>of</strong> Durham ‘AAA’ credit rating which allows theRegion <strong>of</strong> Durham to borrow money cheaper than all but eight municipalities inCanada, which have the same credit rating.Durham Region Chair Anderson concluded by noting that the success <strong>of</strong> theRegion <strong>of</strong> Durham and Area Municipalities, including the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> isdue to the hard work and cooperation between Region <strong>of</strong> Durham staff and AreaMunicipality staff.IV.APPROVAL <strong>OF</strong> <strong>MINUTES</strong>MOVED by Councillor Molloy, SECONDED by Councillor Mikuse“THAT the Council <strong>of</strong> the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> adopt the minutes <strong>of</strong> theRegular Council Meeting <strong>of</strong> February 25 th , 2013.”CARRIEDV. COUNCIL 8MARCH 25 TH , 2013<strong>NO</strong>. 5“THAT By-law Nos. 2013-038 to 2013-040 and 2013-042 to 2013-050 benow read a third time, finally passed and the Mayor and Clerk duly sign andseal same.”CARRIEDIII.DELEGATIONS cont’dd) ROBERT ALLEN, MJMA ARCHITECTS re New Aquatic and Recreation CentreDesign and BudgetAmanda Ferarro, Manager <strong>of</strong> Recreation and Culture briefly spoke prior to RobertAllen <strong>of</strong> MJMA Architects noting that the delegation to Council was for informationpurposes only. Ms. Ferraro outlined that the need to proceed with a new AquaticFacility was determined based <strong>of</strong>f a comprehensive building audit <strong>of</strong> the currentUxpool which found that it would be cost prohibitive to proceed with majorrenovations to Uxpool based on issues with the current structure and buildingenvelope.Robert Allen <strong>of</strong> MJMA Architects commenced his presentation with the assistance<strong>of</strong> Powerpoint by showcasing an overview map <strong>of</strong> the Kennedy House FieldsMaster Plan, and a modified map featuring the Skatepark and a slightlyrepositioned Aquatic facility.Mr. Allen continued his presentation by detailing the floor plan <strong>of</strong> the proposedAquatic Facility noting the 26,000 ft2 facility featured a multipurpose fitness area,change rooms and an aquatic hall with a leisure pool and a six lane lap pool. Mr.Allen also presented a number <strong>of</strong> exterior renderings <strong>of</strong> the Aquatic Facility. Mr.Allen concluded his presentation by noting at this point the project budget is 12.3million dollars and a cost <strong>of</strong> roughly $400/ft2. Considerable debate ensued aboutenlarging the lap pool to eight lanes versus six. Mr. Allen noted the cost <strong>of</strong> theaddition <strong>of</strong> two lanes to create an eight lane lap pool would cost roughly 1.3 to 1.5million dollars.Deputy Mayor Northeast and Ingrid Svelnis, CAO added to Mr. Allen’s remarksnoting that the project is slated for 2015, however is dependent upon governmentfunding being made available. Once government funding is available Ms. Svelnisexplained a formal public consultation process would be initiated and that in themean time, any correspondence pertaining to the proposed Aquatic Facility will beheld in a file until such process is formally initiated.VIII.UNFINISHED BUSINESSa) Dillon CMX Motocross Race Event – 126 Zephyr Road – Councillor Molloy tospeak to the matter (no enclosure)MOVED by Councillor Molloy, SECONDED by Councillor Highet“THAT staff incorporate the following amendments into the Dillon SpecialEvent Agreement authorized pursuant to the motion <strong>of</strong> Committee on March4 th , 2013:1. THAT the hours for practice on July 20 th be changed to 12 pm to 4pm instead <strong>of</strong> 2 pm to 6 pm.2. THAT the ‘no use <strong>of</strong> the track clause’ be the same clause used in the2012 agreement.
