February 2012The Continuing Challenge in the Middle East Security Environmentpartner states. The maintenance of peace, stability, the free flow of commerce, andU.S. interests in this dynamic region will depend on naval presence and the abilityto strike violent extremist groups when necessary. Long after the significant landcomponent of the operation is reduced, naval forces will remain forward.While forward, acting as the lead element of our defense-in-depth, naval forces willbe positioned for increased roles in combating terrorism. They will also be preparedto act in cooperation with an expanding set of international partners to providehumanitarian assistance and disaster response, as well as contribute to globalmaritime security. Expanded Maritime Interdiction Operations are authorized bythe President and directed by the Secretary of Defense to intercept vessels identifiedto be transporting terrorists and/or terrorist-related materiel that poses an imminentthreat to the United States and its allies.Strike operations are conducted to damage or destroy objectives or selected enemycapabilities. We have done small, precise attacks against terrorist cells and missileattacks against extremist sanctuaries. Among the various strike options, our seabasedplatforms are unique and provide preeminent capabilities that will bemaintained.This versatility and lethality can be applied across the spectrum of operations, fromdestroying terrorist base camps and protectingfriendly forces involved in sustainedcounterinsurgency or stability operations, todefeating enemy anti-access defenses insupport of amphibious operations. We havefocused this strategic capability intensely inAfghanistan in an effort to counter theincreasing threat of a well-armed anti-Coalition militia including Taliban, al-Qa’ida, criminal gangs, narco-terrorists, andany other anti-government elements that threaten the peace and stability ofAfghanistan. Our increased efforts to deter or defeat aggression and improveoverall security and counter violent extremism and terrorist networks advance theinterests of the U.S. and the security of the region. The FY 2013 contingencyoperations request supports sufficient capabilities to secure Afghanistan and preventit from again becoming a haven for international terrorism and associated militantextremist movements.The <strong>Navy</strong> has over 47,000 active and reserve sailors continually deployed in supportof the contingency operations overseas serving as members of carrier strike groups,FY 2013 Department of the <strong>Navy</strong> <strong>Budget</strong> 2-3
