February 2012Department of the <strong>Navy</strong>: 2013 and Beyondoperations will continue to sustain operations, manpower, equipment, andinfrastructure repair.The <strong>DON</strong> spearheaded efforts in FY 2012 to develop greater energy independenceand conservation ashore and afloat. The energy goals stated last year—cuttingpetroleum usage and finding alternative energy sources—all remain on track. Jointefforts with the Department of Energy and Department of Agriculture support theeffort to produce commercial scale biofuels at prices comparable to commercial oil.The FY 2013 budget continues to support the energy savings efforts embedded in theFY 2012 President’s <strong>Budget</strong>.A worldwide presence, credible deterrence, the ability to provide offshore optionsfrom naval platforms anywhere on the globe, and the ability to prevail at seacontinue to be the basic themes of the strategic maritime posture. As theDepartment focuses on new 21 st Century defense priorities, the <strong>Navy</strong> and MarineCorps remain committed to providing the best investment value within fundingrealities.NEW STRATEGIC GUIDANCE FOR THE DEPARTMENT OFDEFENSEThe new strategic guidance for DoD presents a smaller and leaner force that is agile,flexible, ready, and technologically advanced. Our cooperative maritime strategyprepares the <strong>DON</strong> for these future challenges and protects the U.S. national securityinterests while reforming under these guidelines. The core of this strategy is for theDepartment of Defense to succeed in ten missions: counter terrorism and irregularwarfare; deter and defeat aggression; project power despite anti-access/area denialchallenges; counter weapons of massdestruction; operate effectively incyberspace and space; maintain asafe, secure, and effective nucleardeterrent; defend the homeland andprovide support to civil authorities;provide a stabilizing presence;conduct stability andcounterinsurgency operations; and,conduct humanitarian, disasterrelief, and other operations.FY 2013 Department of the <strong>Navy</strong> <strong>Budget</strong> 1-3
