<strong>Montserrat</strong> <strong>Survey</strong> <strong>of</strong> <strong>Living</strong> <strong>Conditions</strong><strong>Executive</strong> <strong>Summary</strong>The need is therefore not so much for major programmes but for a raft <strong>of</strong> carefully formulated and closelytargeted interventions designed to address the needs <strong>of</strong> these disparate groups - which is essentially whatthe Poverty Action Programme is.It is recognised that the above recommendations were prepared in 2009 and while some revisions havebeen made as a result <strong>of</strong> comments made at the National Consultation in April 2012, many may no longerbe valid; if this is because they have already been implemented, this is all to the good. Nevertheless, theoverall impression from the National Consultation was that many <strong>of</strong> these recommendations are as validtoday as when the study was prepared. The upcoming review <strong>of</strong> the MSDP therefore provides an idealopportunity for the incorporation <strong>of</strong> some <strong>of</strong> these recommendations into government policy in the nearfuture.<strong>Montserrat</strong> Country Poverty Assessment, Final ReportHalcrow Group Limited, July 2012.ES32
