Hata is the chairman <strong>of</strong> BCI Colleges,an international school. Hata was accompaniedby Jong Bodoc, BCI Colleges President.In an interview, Hata revealed that BritishCollege International (BCI) plans to put up acampus here in Ormoc <strong>City</strong>. Their main focus isto have students and workers from the provinceslike Ormoc – specially the less fortunate – to beable to find jobs abroad.He added that programs designedthrough the Technical Education and SkillsDevelopment Authority (TESDA) and fromgovernment agencies in the United Kingdomallow BCI graduates to work both locally andinternationally. BCI graduates will receive aninternational diploma that will qualify them forwork abroad. BCI will also <strong>of</strong>fer internationalcourses and skills training accredited by TESDA.BIC intends to set up 60 campuses inall provinces in the Philippines. Ormocanons can proudly claim all improvementsin the cityBy: Robert C. Dejon<strong>City</strong> Mayor Eric C. Codilla saidthat the Ormocanons can proudlyclaim all the improvements in thecity. This is because all <strong>of</strong> theseimproves are attributable to theirsupport for and cooperation withthe LGU.In a recent radio interview,Mayor Codilla said that theimprovements all over the city weremade possible because <strong>of</strong> efficienttax collection. He pointed out thatwhile the city receives a big amountfrom the national government asInternal Revenue Allotment, theprincipal source <strong>of</strong> funding for cityprojects is from local taxes.No tax increaseMayor Codilla also emphasizedthat the city was able to increaseoverall tax collection because<strong>of</strong> improved efficiency, not byincreasing taxes or imposing new oradditional taxes.He said that one <strong>of</strong> the very firstthings he did when he became mayorwas to implement a computerizationprogram at the LGU. When theprogram was completed, theassessment, collection and payment<strong>of</strong> real property and other localtaxes improved.The mayor also narratedthat before, many taxpayerswould go to the <strong>City</strong> Assessor’sOffice and complain why theywere being penalized for nonpayment.This was largely due,said the mayor, to the manualfiling and sorting <strong>of</strong> propertyrecords. With computerization,all that a taxpayer now has todo is visit the <strong>City</strong> Assessor andhe will immediately know theamount payable as Real PropertyTax. With the improved system,taxpayers are encouraged to paytheir taxes promptly.Mayor Codilla also citedthe city’s diplomatic approachto taxpayers, using EnergyDevelopment Company (formerlyPNOC) as an example. The cityleadership maintained cordial,harmonious relations with EDCwhile being able to collect taxesworth several hundred millionpesos.The mayor also pointed out thatwhat is good with the RPT is that thebiggest beneficiary is the EducationSector, as 40% <strong>of</strong> the RPT isallocated for the Special EducationFund (SEF) which the LGU usesto improve school facilities <strong>of</strong> theDepEd.Concrete examples <strong>of</strong> this isthe construction <strong>of</strong> 184 classroomslast year and 50 more this year,60 concrete perimeter fences forvarious public schools, coveredcourts and many others.Sped <strong>Center</strong> from p.1the intellectually gifted or normalchildren because they will growup to be his voters. He saw for himself howthe students there, his own sonincluded, were sweating pr<strong>of</strong>uselybecause <strong>of</strong> the heat. The mayor saidhe noted how the children requiredso much personal attention buttheir room was not conducive forlearning. With the help <strong>of</strong> fellowparents who also donated personalmoney, the room was improved.Mayor Codilla disclosed thatwhen enrollment started, only 13pupils were enrolled for the firstbatch. To his surprise, the number<strong>of</strong> enrollees for the second batchwas so high that DepEd had to limitthe number to 30 because this wasthe maximum that the room couldaccommodate.The mayor also urged parentsnot be ashamed <strong>of</strong> their mentallychallenged children. He encouragedthem not to hide or mistreat theirchildren but instead to make sure theyhave the opportunity at an education.Mayor <strong>Beboy</strong> drew fromexperience and said he knew for afact how expensive it is to enrollhandicapped children in specializedschools. “Mahal pa sa sweldo ogkita sa usa ka pamilya.” This, hesaid, was one other reason why hewas determined to push throughwith the construction <strong>of</strong> the <strong>SPED</strong><strong>Center</strong> building.The mayor also said that when histerm ends on June 30, 2013, he willleave all his projects to stakeholders.The <strong>SPED</strong> <strong>Center</strong> building, he said,will hopefully address the needs<strong>of</strong> special children. QuilantangIn an effort to control thenumber <strong>of</strong> dengue cases anddeaths in the city, Committeeon Health Chairman CouncilorRafael Omega, <strong>City</strong> HealthOffice (CHO) Officer-In-Charge(OIC) Dr. Nelita Navales, <strong>City</strong>Epidemiologist and SurveillanceNurse Elsie Jaca and CHO medicalstaff called a meeting with <strong>City</strong>Mayor Eric Codilla, Vice MayorNepomuceno Aparis, the members<strong>of</strong> the Sangguniang Panglunsod(SP) and Brgy. Chairmen RafaelFernandez <strong>of</strong> Don Felipe andAlvin Maglasang <strong>of</strong> Punta.Hon. Omega reported that wehave yet to reach the stage <strong>of</strong> dengueoutbreak or epidemic. However,he said, figures from the CHO areindicators that the LGU must stepup its campaign against the deadlydengue virus.Jaca reported the figures: as<strong>of</strong> this month (JULY?), there werealready 30 dengue infections, with4 deaths. Two <strong>of</strong> those who diedwere from Tambulilid; the other twocame from Alta Vista and Bantigue.Ormoc meat vendors initiate improvementBy: Ronnie C. RoaThe Ormoc <strong>City</strong> meat vendorsinitiated efforts to improve thequality <strong>of</strong> their product and beattractive to their customers. She explainedthat this was the potential breedingground <strong>of</strong> Aedes Mosquito.Vice Mayor NepomucenoAparis reminded the body thatcooperation <strong>of</strong> the <strong>of</strong>ficials andresidents in each barangay is justas important as cleaning canals andother mosquito breading grounds.“My daughter got sick andI want to resolve this issue.”the National Meat InspectionService (NMIS) last August 2 atthe multipurpose hall <strong>of</strong> the NewOrmoc <strong>City</strong> Hall.Claro Dennis P. Morantte,Supervising Meat Control Officer,NMIS Region 8 said that he cameto discuss and clarify the NMISExecutive Order 5 and 6.EO #5 contains the guidelinesfor hygienic handling <strong>of</strong> newlyslaughtered meat while EO #6 setsthe guidelines for handling frozen,chilled and cooled meat.Morantte said that these (2)executive orders are very importantbecause these are the regulationsthat are used when vendors selltheir meat and meat products. ItThis was the sentiment <strong>of</strong> Brgy.Chairman Alvin Maglasang as heappealed for help from the localgovernment.Kap Maglasang informedeveryone that though the number <strong>of</strong>dengue cases in his baranay is high,there were no casualties because <strong>of</strong>the Brgy. Officials’ efforts to refertheir patients to hospitals at the earlystage <strong>of</strong> infection.Aware <strong>of</strong> the current problems,Mayor Eric Codilla assuredeveryone that the LGU will institutepreventive and curative measures.The mayor instructed <strong>City</strong>Councilor Sotero Pepito to checkwith the Department <strong>of</strong> Agriculture tois very important that these willbe implemented here in Ormocbecause these are guides for thehandling <strong>of</strong> their products. Thecleanliness, hygienic conditionsand quality <strong>of</strong> products willdepend on the application <strong>of</strong> theseregulations.The meat control <strong>of</strong>ficerexpressed delight that at the end <strong>of</strong>the meeting the meat vendors agreedto comply with the requirements sothat EO #5 and EO #6 will be fullyimplemented.Agapito Inong, a meat vendor,said that their group is very muchwilling to cooperate and followthe guidelines -- although it meansadditional capital -- as long as it willsecure schools <strong>of</strong> rainbow fish ( a fishthat eats Aedes Larvae) which theymay breed in ponds and canals.
