That Section 99.02 (1) hereby removed in its entirety and replaced with the following: 1. Normal Service Charge. A. First 1,000 gallons or lesser amount per month @ $7.50(minimum bill). B. All over 1,000 gallons per month @ $6.00 per 1,000 gallons. All water used for gardening purposes that is measured through a garden meter installed in accordance with Section 91.09 of this Code of Ordinances shall be exempt from the sewer service charges contained herein. SECTION 2. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. SECTION 3. This ordinance shall be in effect from and after its final passage, approval and publication as required by law. First implementation shall be on the utility bills issued for July 1, 2010. The source of our water is groundwater. Our groundwater is drawn from the Cretaceous (Dakota Sandstone) aquifer(s). Our water quality testing shows the following results: Note: Contaminants with dates indicate results from the most recent testing done in accordance with regulations. DEFINITIONS • Maximum Contaminant Level (MCL) – The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. • Maximum Contaminant Level Goal (MCLG) -- The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. • ppb -- parts per billion. • ppm -- parts per million. • pCi/L – picocuries per liter • N/A – Not applicable • ND -- Not detected • Treatment Technique (TT) – A required process intended to reduce the level of a contaminant in drinking water. • Action Level (AL) – The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow. • Maximum Residual Disinfectant Level Goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. • Maximum Residual Disinfectant Level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. GENERAL INFORMATION Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water posed a health risk. More information about contaminants or potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791). Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791). If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of Lake City is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using the water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. CONTAMINANT VIOLATIONS None OTHER VIOLATIONS None SOURCE WATER ASSESSMENT INFORMATION The City of Lake City water supply obtains its water from the Cretaceous (Dakota Sandstone) aquifer. The Cretaceous (Dakota Sandstone) aquifer was determined to be not susceptible to contamination because the characteristics of the aquifer and overlying materials prevent easy access of contaminants to the aquifer. The wells will not be susceptible to most contaminant sources except through pathways to the aquifer such as abandoned or poorly maintained wells. A detailed evaluation of your source water was completed by the IDNR, and is available from The City of Lake City at (712)464-3111. OTHER INFORMATION Our water utility is making every effort to protect the water system from potential security threats. You, as customers, can also help. If you see any suspicious activity near the water tower, treatment plant, wells or fire hydrants, please contact us at (712)464-3111 or the local police/sheriff department at 911. Motion carried. A letter was received from Katherine A. Linder, Twin Lakes Trail Foundation concerning signage for the Twin Lakes Trail. The road around South Twin Lakes is a shared roadway and part of the official trail around both lakes. Road signs would let both bikers and motor vehicles know that the roadway is shared. This will be discussed with Keith Roos, Conservation Director also. It was moved by Jacobs and seconded by Nicholson to approve the Application for Fireworks Permit to Dwight Dial for July 4 th and July 27 th for a neighborhood gathering. Ayes all. Motion carried Kelly Smidt, Rockwell City City Clerk and Phil Hammen, Rockwell City Airport Manager met with the Board concerning repair expenses for the Rockwell City Municipal Airport improvement projects. After a discussion, it was moved by Nicholson and seconded by Jacobs for the County to commit to 2 1/2% local match if the project is approved for funding. Ayes all. Motion carried. Steve Bawden met with the Board concerning land south of Treman Park for a dock. Also present was Keith Roos, Conservation Director. This is being tabled for more information. Leisa Mayer, CPC met with the Board concerning contracts with New Hope Village, Carroll and Mary Greeley Hospital, Ames. After a review of the rates, it was moved by Nicholson and seconded by Jacobs to authorize the Chairman to sign Attachment A, New Hope Village Service Definitions and rates for July 1, 2009-June 30, 2010. Dean Hoag Sr., Chairman Judy Howrey, Auditor Scott Jacobs Gary Nicholson OBITUarIES Mary H. Morton Mary H. Morton 99 passed away Wednesday, June 16, 2010 at the Stewart Memorial Hospital in Lake City. Funeral services were Saturday, June 19, at the United Methodist Church, Rockwell City, with Rev. Lorinda Hoover officiating. Burial was at Rosehill Cemetery, Rockwell City. Mary Helen Morton was born Mar. 22, 1911 in Center Township, near Rockwell City. When she was nine years old she was stricken with polio that left her legs paralyzed. But with the aid of braces and crutches, she was able to get around. Mary graduated from Rockwell City High School in 1929. In 1933, she was hired by the United States Department of Agriculture, and stayed with that agency for thirtyfive years. She took early retirement in 1968 at age 57 and enrolled at Church College of Hawaii (now Hawaii campus of Brigham Young University) at Laie on Oahu for five semesters. After taking additional work at Cuyamaca College in San Diego, she finally earned her B. A. degree at Southwest State University at Marshall, Minnesota, graduating summa cum laude in 1983 at age seventy-two. She served as an officer with March of Dimes, Business and Professional Women, Chapter EG of the P.E.O. Sisterhood, and was a member of the American Association of University Women, Calhoun County Historical Society, Calhoun County Genealogical Society, Landmark Depot Restoration, Iowa Polio Survivors, Iowa 4-H Hall of Fame, Sunday school teacher. She was member of the DAR and Colonial Dames. She was pleased to receive a number of honors for her work with the U. S. Department of Agriculture in the local County ASCS Of fice. In 1965, she was named National Outstanding Office Manager. She also received the Iowa State 4-H Alumnus Award, the Eunice Delight Brown State BPW Award, and in 1984 was presented the outstanding alumnus award for the Rockwell City High School at Homecoming ceremonies. While at college in Hawaii, she was elected to the Alpha Chi Honor Society for excellence in scholarship. Mary helped write the history of the Rockwell City United Methodist Church, the history of Rockwell City, and published two books of family history. She liked to sew, was an avid reader, and collected stamps. She enjoyed traveling and had visited every state except Alaska. Her foreign travels included England, Canada, Mexico and Puerto Rico. Mary was preceded in death by her parents, Albert and Winifred Denman Morton; her brothers, John and Bob Morton; and her sister Leone Moore. She is survived by her sister Jean Gannon of Rockwell City; several cousins, nieces, and nephews; and numerous friends Traci ann Mason Traci Ann Mason, former Lake City resident passed away at the age of 44 on June 16 th. Services were held Saturday, June 19 th at Sugar Land Mortuary Chapel Sugar Land, Texas. Interment was at Lakeland Hills Memorial Park in Burnet, Texas She was the daughter of Melvin and Phyllis Alcox and was born on November 30, 1965 in Lake City. Traci was educated in Lake City School District. She was an excellent and highly spirited student. She did the typical things Iowa kids do to earn money while in high school, babysitting and detasaling seed corn. She played trombone for the concert band and was a drum majorette for the marching band. As a senior she was a member of the homecoming court. Upon completion of high school, Traci attended the University of Northern Iowa, and graduated in l988. Her first job as a CPA for a large corporation took her to Minneapolis, Minnesota. During the summer of Traci’s Junior year in high school she had her first taste of Texas when she visited with her Aunt Pat and family and worked at Sesame Place in Irving, Texas. When her employer offered Traci the opportunity to transfer from the cold and snow of Minnesota to the heat and humidity of Houston, she gladly accepted. That’s where Traci and Curtis’ life paths crossed. The young couple fell in love. They had a wonderful marriage that was blessed with two sons, Colin and Cody. She was an amazing mother, friend and volunteer for her sons’ schools and sports teams. She survived by Curtis, Colin and Cody, her parents Melvin and Phyllis Alcox, brother Kevin Alcox, sister-in-law Carla Alcox, nephews Benjamin Alcox and Tyson Mason, and in-laws Preston and Phyllis Mason. Paige Janine Gallo Paige Janine Gallo, 19, of Council Bluffs, passed away June 11, 2010. Funeral services were at First Christian Church in Council Bluffs, with Pastor Dave Erickson officiating. Burial was in Merle Hay Memorial Cemetery in Glidden. Paige was born in Huntsville, Alabama on December 7, 1990. She graduated from Abraham Lincoln High School in 2009. She was active in ROTC and the swim team. She was a student at Des Moines Area Community College in Carroll. She loved life, spending time with her family and friends, especially her younger brother Cole, and shopping. She was preceded in death by her great grandparents, Doris Johnson, Angeline Gallo, Leonard and Rose Hardy, Lloyd Peter, Charles and Rita Morris; great great grandparents, Fred and Anna Kasperbauer, John and Jane Peter; uncle, Tony Peter. Survivors include her parents, Theresa & Michael Gallo; brother, Cole all of Council Bluffs; grandparents, John & Laurie Peter of Lytton; Bill & Mary Gallo of Council Bluffs; Joan Alspach of Lohrville; Tony Davis; aunts, Tina Peter, Tawnya (Marty) Chase, Lisa Pauley, Jackie Schumacher; many cousins and friends. Katherine E. darbyshire Katherine E. Hobart Darbyshire 99, passed away Thursday, June 17, 2010 at Tompkins Memorial Health Center, Ft. Dodge. Funeral services will be 10:30 a.m. Saturday, June 26, at St. Paul’s Lutheran Church, Rockwell City, with Rev. B.J. Ukena and Rev. James Mossman officiating. Burial will be at Rosehill Cemetery, Rockwell City. Visitation will be 4 to 8 p.m. Friday, June 25, at the Palmer & Swank Funeral Home, Rockwell City. Katherine Elizabeth Hobart Darbyshire was born Jan. 23, 1911 at Sherwood, Iowa. She graduated from Lake City High School, with the Class of 1929. She then attended Grinnell College. Following her education, she returned to Rockwell City, where she was a dental assistant for Dr. Fonda. On March 26, 1934 she was united in marriage to William M. Darbyshire at Rockwell City. The couple established their home in Rockwell City, until moving to a farm, north of town. In 1962, they moved into Rockwell City. Katherine was a homemaker for most of her life. In 1989, her husband passed away. In 2005, she became a resident of Friendship Haven in Ft. Dodge. Katherine was an active member of the First Presbyterian Church, past Elder and Trustee, past president of Sunnyview Independent Living, past Rockwell City Public Library Board, lifetime member of P.E.O., and a former member of Eastern Star. She was preceded in death by her husband William M. Darbyshire; son David in 1993; parents, Burt James and Anna Sloan Hobart; and brothers, Art, Jim, Ed, and Glenn Hobart. Katherine is survived by her daughters, Mary Mather of Okemos, MI, Elizabeth (Richard) Bauman of Denver, CO; sons, Hobart (Roberta) Darbyshire of Davenport, and Matthew (Katy) Darbyshire of Ames; daughter-in-law Jo Darbyshire of Frankfort, KY; 9 grandchildren; 14 great-grandchildren; sisters-inlaw, Joyce Hobart of Emmetsburg, and Pauline Ohden of Tucson, AZ.
