on Thursday, June 24 th , providing<br />
an opportunity for constituents to<br />
meet one-on-one with a member of<br />
Congressman Latham’s staff to ask<br />
questions and voice concerns.<br />
<strong>The</strong> Congressman’s staff can<br />
answer questions and offer help<br />
to individuals who have problems<br />
with a range of federal programs,<br />
including Social Security and<br />
benefits for veterans. Staff members<br />
can help Iowa students interested<br />
in attending one of the prestigious<br />
U.S. Military Academies; discuss<br />
agricultural programs with farmers<br />
or help constituents work with the<br />
Internal Revenue Service or any<br />
other federal agency. Latham’s staff<br />
will also make sure to pass along any<br />
concerns to Congressman Latham.<br />

AN ORDINANCE AMENDING THE SEWER<br />
RENTAL RATES<br />
FOR ROCKWELL CITY, IOWA<br />
WHEREAS, <strong>The</strong> City of Rockwell City, Iowa<br />
has reviewed its current rental revenues, and<br />
the need to increase rates due to waste water<br />
improvements;<br />
NOW, THEREFORE, BE IT ORDAINED By<br />
<strong>The</strong> City of Rockwell City, Iowa:<br />
SECTION 1. That Section 99.02 (1) hereby<br />
removed in its entirety and replaced with the<br />
following:<br />
1. Normal Service Charge.<br />
A. First 1,000 gallons or lesser amount per<br />
month @ $7.50(minimum bill).<br />
B. All over 1,000 gallons per month @ $6.00<br />
per 1,000 gallons.<br />
All water used for gardening purposes that<br />
is measured through a garden meter installed<br />
in accordance with Section 91.09 of this Code<br />
of Ordinances shall be exempt from the sewer<br />
service charges contained herein.<br />
SECTION 2. If any section, provision or part<br />
of this ordinance shall be adjudged invalid or<br />
unconstitutional, such adjudication shall not<br />
affect the validity of the ordinance as a whole<br />
or any section, provision or part thereof not<br />
adjudged invalid or unconstitutional.<br />
SECTION 3. This ordinance shall be in<br />
effect from and after its final passage, approval<br />
and publication as required by law. First<br />
implementation shall be on the utility bills issued<br />
for July 1, 2010.<br />

It was moved by Hoag, Sr. and seconded<br />

William Davis, Sheriff, met with the Board<br />
concerning hiring Cherri McKenney at $10 an<br />
hour effective July 2, as part time Civil Clerk in<br />
the Sheriff’s Office. Ayes all. Motion carried.<br />
Ron Haden, Engineer, and Steve Goins,<br />
Assistant to the Engineer, met with the Board to<br />
update them on Secondary Road projects.<br />
Two bids were received for the 1990 ½<br />
ton pickup. It was moved by Hoag, Sr. and<br />
seconded by Nicholson to accept the high<br />
bid of Scott Jacobs for $525.00. Scott Jacobs<br />
abstained from voting. Ayes all. Motion carried.<br />
Seven bids were received for the John Deere<br />
140 Hydrostat lawnmower with a 48” deck. It<br />
was moved by Jacobs and seconded by Hoag,<br />
Sr. to accept the high bid of Randy Hammen for<br />
$369.00. Ayes all. Motion carried.<br />
It was moved by Hoag, Sr. and seconded by<br />
Nicholson to authorize the Chairman to sign the<br />
Reimbursement Services Agreement between<br />
Calhoun County and AFLAC. Ayes: Hoag, Sr.<br />
and Nicholson. Nays: Jacobs. Motion carried.<br />
<strong>The</strong> Board went over to Annex I to look at<br />
the adjoining roof between the apartment and<br />
Champion Chrysler Center.<br />

2009 WATER QUALITY REPORT<br />

Lake City Water Supply<br />
This report contains important information regarding the water quality in our water system. <strong>The</strong> source of our water is groundwater. Our groundwater<br />
is drawn from the Cretaceous (Dakota Sandstone) aquifer(s).<br />
Our water quality testing shows the following results:<br />
Note: Contaminants with dates indicate results from the most recent testing done in accordance with regulations.<br />
DEFINITIONS<br />
• Maximum Contaminant Level (MCL) – <strong>The</strong> highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs<br />
as feasible using the best available treatment technology.<br />
• Maximum Contaminant Level Goal (MCLG) -- <strong>The</strong> level of a contaminant in drinking water below which there is no known or expected risk to<br />
health. MCLGs allow for a margin of safety.<br />
• ppb -- parts per billion.<br />
• ppm -- parts per million.<br />
• pCi/L – picocuries per liter<br />
• N/A – Not applicable<br />
• ND -- Not detected<br />
• Treatment Technique (TT) – A required process intended to reduce the level of a contaminant in drinking water.<br />
• Action Level (AL) – <strong>The</strong> concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must<br />
follow.<br />
• Maximum Residual Disinfectant Level Goal (MRDLG) - <strong>The</strong> level of a drinking water disinfectant below which there is no known or expected risk<br />
to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.<br />
• Maximum Residual Disinfectant Level (MRDL) - <strong>The</strong> highest level of a disinfectant allowed in drinking water. <strong>The</strong>re is convincing evidence that<br />
addition of a disinfectant is necessary for control of microbial contaminants.<br />
GENERAL INFORMATION<br />
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. <strong>The</strong> presence of<br />
contaminants does not necessarily indicate that water posed a health risk. More information about contaminants or potential health effects can be<br />
obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791).<br />
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as<br />
persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system<br />
disorders, some elderly, and infants can be particularly at risk from infections. <strong>The</strong>se people should seek advice about drinking water from their health<br />
care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are<br />
available from the Safe Drinking Water Hotline (800-426-4791).<br />
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water<br />
is primarily from materials and components associated with service lines and home plumbing. <strong>The</strong> City of Lake City is responsible for providing high<br />
quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours,<br />
you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using the water for drinking or cooking. If you<br />
are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you<br />
can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.<br />

SOURCE WATER ASSESSMENT INFORMATION<br />
<strong>The</strong> City of Lake City water supply obtains its water from the Cretaceous (Dakota Sandstone) aquifer. <strong>The</strong> Cretaceous (Dakota Sandstone) aquifer<br />
was determined to be not susceptible to contamination because the characteristics of the aquifer and overlying materials prevent easy access of<br />
contaminants to the aquifer. <strong>The</strong> wells will not be susceptible to most contaminant sources except through pathways to the aquifer such as abandoned<br />
or poorly maintained wells. A detailed evaluation of your source water was completed by the IDNR, and is available from <strong>The</strong> City of Lake City at<br />
(712)464-3111.<br />

Our water utility is making every effort to protect the water system from potential security threats. You, as customers, can also help. If you see any<br />
suspicious activity near the water tower, treatment plant, wells or fire hydrants, please contact us at (712)464-3111 or the local police/sheriff department<br />

A letter was received from Katherine A.<br />
Linder, Twin Lakes Trail Foundation concerning<br />
signage for the Twin Lakes Trail. <strong>The</strong> road<br />
around South Twin Lakes is a shared roadway<br />
and part of the official trail around both lakes.<br />
Road signs would let both bikers and motor<br />
vehicles know that the roadway is shared. This<br />
will be discussed with Keith Roos, Conservation<br />
Director also.<br />
It was moved by Jacobs and seconded<br />
by Nicholson to approve the Application for<br />
Fireworks Permit to Dwight Dial for July 4 th and<br />
July 27 th for a neighborhood gathering. Ayes<br />

Kelly Smidt, Rockwell City City Clerk and Phil<br />
Hammen, Rockwell City Airport Manager met<br />
with the Board concerning repair expenses for<br />
the Rockwell City Municipal Airport improvement<br />
projects. After a discussion, it was moved by<br />
Nicholson and seconded by Jacobs for the<br />
County to commit to 2 1/2% local match if<br />
the project is approved for funding. Ayes all.<br />

Steve Bawden met with the Board concerning<br />
land south of Treman Park for a dock. Also<br />
present was Keith Roos, Conservation Director.<br />

Carroll and Mary Greeley Hospital, Ames.<br />

Mary H. Morton 99 passed<br />
away Wednesday, June 16,<br />
2010 at the Stewart Memorial<br />
Hospital in Lake City.<br />
Funeral services were Saturday, June<br />
19, at the United Methodist Church,<br />
Rockwell City, with Rev. Lorinda<br />
Hoover officiating. Burial was at<br />
Rosehill Cemetery, Rockwell City.<br />
Mary Helen Morton was born<br />
Mar. 22, 1911 in Center Township,<br />
near Rockwell City. When she was<br />
nine years old she was stricken with<br />
polio that left her legs paralyzed. But<br />
with the aid of braces and crutches,<br />
she was able to get around. Mary<br />
graduated from Rockwell City<br />
High School in 1929. In 1933,<br />
she was hired by the United States<br />
Department of Agriculture, and<br />
stayed with that agency for thirtyfive<br />
years. She took early retirement<br />
in 1968 at age 57 and enrolled at<br />
Church College of Hawaii (now<br />
Hawaii campus of Brigham Young<br />
University) at Laie on Oahu for five<br />
semesters. After taking additional<br />
work at Cuyamaca College in<br />
San Diego, she finally earned<br />
her B. A. degree at Southwest<br />
State University at Marshall,<br />
Minnesota, graduating summa cum<br />
laude in 1983 at age seventy-two.<br />
She served as an officer with<br />
March of Dimes, <strong>Business</strong> and<br />
<strong>Professional</strong> Women, Chapter<br />
EG of the P.E.O. Sisterhood, and<br />
was a member of the American<br />
Association of University<br />
Women, Calhoun County<br />
Historical Society, Calhoun<br />
County Genealogical Society,<br />
Landmark Depot Restoration,<br />
Iowa Polio Survivors, Iowa 4-H<br />
Hall of Fame, Sunday school<br />
teacher. She was member of the<br />
DAR and Colonial Dames. She<br />
was pleased to receive a number<br />
of honors for her work with the<br />
U. S. Department of Agriculture<br />
in the local County ASCS Of fice.<br />
In 1965, she was named National<br />
Outstanding Office Manager.<br />
She also received the Iowa State<br />
4-H Alumnus Award, the Eunice<br />
Delight Brown State BPW Award,<br />
and in 1984 was presented the<br />
outstanding alumnus award for<br />
the Rockwell City High School at<br />
Homecoming ceremonies. While at<br />
college in Hawaii, she was elected<br />
to the Alpha Chi Honor Society<br />
for excellence in scholarship.<br />
Mary helped write the history<br />
of the Rockwell City United<br />
Methodist Church, the history<br />
of Rockwell City, and published<br />
two books of family history.<br />
She liked to sew, was an avid<br />
reader, and collected stamps. She<br />
enjoyed traveling and had visited<br />
every state except Alaska. Her<br />
foreign travels included England,<br />
Canada, Mexico and Puerto Rico.<br />
Mary was preceded in death<br />
by her parents, Albert and<br />
Winifred Denman Morton; her<br />
brothers, John and Bob Morton;<br />
and her sister Leone Moore.<br />
She is survived by her sister<br />
Jean Gannon of Rockwell City;<br />
several cousins, nieces, and<br />
nephews; and numerous friends<br />

Traci Ann Mason, former Lake<br />
City resident passed away at the age<br />
of 44 on June 16 th.<br />
Services were held Saturday, June<br />
19 th at Sugar Land Mortuary Chapel<br />
Sugar Land, Texas. Interment was<br />
at Lakeland Hills Memorial Park in<br />
Burnet, Texas<br />
She was the daughter of Melvin<br />

November 30, 1965 in Lake City.<br />
Traci was educated in Lake City<br />
School District. She was an excellent<br />
and highly spirited student. She did<br />
the typical things Iowa kids do to<br />
earn money while in high school,<br />
babysitting and detasaling seed corn.<br />
She played trombone for the concert<br />
band and was a drum majorette for<br />
the marching band. As a senior she<br />
was a member of the homecoming<br />
court. Upon completion of high<br />
school, Traci attended the University<br />
of Northern Iowa, and graduated in<br />
l988. Her first job as a CPA for a large<br />
corporation took her to Minneapolis,<br />
Minnesota.<br />
During the summer of Traci’s Junior<br />
year in high school she had her first<br />
taste of Texas when she visited with<br />
her Aunt Pat and family and worked<br />
at Sesame Place in Irving, Texas.<br />
When her employer offered Traci<br />
the opportunity to transfer from the<br />
cold and snow of Minnesota to the<br />
heat and humidity of Houston, she<br />
gladly accepted. That’s where Traci<br />
and Curtis’ life paths crossed. <strong>The</strong><br />
young couple fell in love. <strong>The</strong>y had a<br />
wonderful marriage that was blessed<br />
with two sons, Colin and Cody. She<br />
was an amazing mother, friend and<br />
volunteer for her sons’ schools and<br />
sports teams.<br />
She survived by Curtis, Colin<br />
and Cody, her parents Melvin and<br />
Phyllis Alcox, brother Kevin Alcox,<br />
sister-in-law Carla Alcox, nephews<br />
Benjamin Alcox and Tyson Mason,<br />
and in-laws Preston and Phyllis<br />

Darbyshire was born Jan. 23, 1911<br />
at Sherwood, Iowa. She graduated<br />
from Lake City High School, with<br />
the Class of 1929. She then attended<br />
Grinnell College. Following<br />
her education, she returned to<br />
Rockwell City, where she was a<br />
dental assistant for Dr. Fonda. On<br />
March 26, 1934 she was united in<br />
marriage to William M. Darbyshire<br />
at Rockwell City. <strong>The</strong> couple<br />
established their home in Rockwell<br />
City, until moving to a farm, north<br />
of town. In 1962, they moved into<br />
Rockwell City. Katherine was a<br />
homemaker for most of her life.<br />
In 1989, her husband passed away.<br />
In 2005, she became a resident of<br />
Friendship Haven in Ft. Dodge.<br />
Katherine was an active member of<br />
the First Presbyterian Church, past<br />
Elder and Trustee, past president<br />
of Sunnyview Independent Living,<br />
past Rockwell City Public Library<br />
Board, lifetime member of P.E.O.,<br />
and a former member of Eastern Star.<br />
She was preceded in death by her<br />
husband William M. Darbyshire; son<br />
David in 1993; parents, Burt James<br />
and Anna Sloan Hobart; and brothers,<br />
Art, Jim, Ed, and Glenn Hobart.<br />

Here is a note from a resident:<br />
“Sometimes we forget to thank the<br />
people who volunteer at Sunnyview.<br />
Maureen Hobart comes three times a<br />
week to lead residents with exercises<br />
in the “Great Room.” It is really a<br />
wonderful contribution to those of us<br />
who find it a rewarding thing to do.<br />
Many of us have eliminated a pain<br />
somewhere in our body from the<br />
exercises. One morning this week<br />
we had eleven women, which was<br />
a record. Thank you Maureen for<br />
your cheerful presence each week.<br />
(She has been doing this for several<br />
years).”<br />
<strong>The</strong> note from the resident continues<br />
as follows: “Rain threatened our<br />
‘Omelet in a Bag’ meal on Friday<br />
evening, but the sun did come<br />
through. Weather was cool and no<br />
bugs. Ted and Marlene organized<br />
and prepared for the fun evening<br />
in the Court Yard at Sunnyview.<br />
Ted kept the grill hot and fried a<br />
‘truckload’ of pancakes. Jon and<br />
Vicki Fagan helped the Stacys with<br />
the omelet cooking. <strong>The</strong>re were<br />
around 46 people attending. Erin<br />
Maguire was a guest and provided<br />
good help where needed. Cal Haub<br />
came over from Sunny Knoll to eat<br />
with Charlotte. Let’s do it again!!!”<br />

from 2 to 4 p.m. Several Sunnyview<br />
residents who live in remodeled<br />
suites plan to have their homes open<br />
for the tour.<br />
That was quite a hard rain early on<br />
Saturday morning, June 12, and we<br />
have had several more since then.<br />
<strong>The</strong> city park was waterlogged, and<br />
many fields have been dotted with<br />
ponds. Where is your favorite fishing<br />
spot – maybe Twin Lakes, Raccoon<br />
River, Lizard Creek, or the Des<br />
Moines River? Chances are, your<br />
fishing spot it is at least bank-full.<br />
Maybe those Minnesotans are filling<br />
up their rivers, too, and sending their<br />
rain water our direction. <strong>The</strong>n we<br />
all send it further south, eventually<br />
to the Mississippi River and the Gulf<br />
of Mexico, perhaps to help dilute the<br />
oil spill.<br />

taking a boat on the Mississippi<br />

Of course we remember the floods<br />
of 2008, especially in Cedar Rapids<br />
and Iowa City. Some of us remember<br />
the Iowa floods of 1993. <strong>The</strong>re was<br />
a T-shirt from that time that depicted<br />
a pig in scuba gear. <strong>The</strong> caption<br />
read something like “Swim Iowa’s<br />
cornfields.” We hope that we don’t<br />
need a shirt like that for a while!<br />

College<br />
Brenna Lantz, Lytton, has signed<br />
a letter of intent to continue her<br />
basketball career at Northwestern<br />
College this year. Lantz is a 5’10”<br />
forward who starred for Rockwell<br />
City-Lytton High School. A second<br />
team all-state selection, Lantz<br />
averaged 17.4 points, 12 rebounds,<br />
2.5 assists and 4.5 steals per game<br />
as a senior. She earned first team allconference,<br />
all-district and all-region<br />
honors and shot better than 55% from<br />
the field. A member of the academic<br />
all-conference team, Lantz plans to<br />
major in business management and<br />
art design at Northwestern. She is the<br />
daughter of Brian and Kari Lantz.<br />

a.m. to 2:00 p.m. for both private<br />

Calhoun Girls’ Basketball Camp<br />
<strong>The</strong> first annual South Central<br />
Calhoun girls basketball camp<br />
was held June 15-17. Twenty two<br />
girls attended from grades 3-6. A<br />
lot of enthusiasm and hard work<br />
was displayed as they worked on<br />
shooting passing and ball handling.<br />

Iowa Regional Utilities<br />
Association, also known as the<br />
Central Iowa Water Association, and<br />
the City of Manson are receiving<br />
funding.<br />
<strong>The</strong> City of Manson is receiving a<br />
loan for $1.851 million to assist with<br />
water system improvements.<br />
<strong>The</strong> City of Manson is improving<br />
their water supply system in<br />
order to enhance reliability and<br />
increase system capacity. <strong>The</strong><br />
proposed system improvements<br />
include constructing a new well,<br />
a water main to the existing water<br />
treatment facility and a water main<br />
to a bulk water source location.<br />
<strong>The</strong> additions will bring the City of<br />
Manson into compliance with DNR<br />
requirements.<br />

Festival Day was a Huge Success<br />
Despite a rainy day, many people<br />
attended the open house and festival<br />
dayat the Calhoun County Museum<br />
in Rockwell City on June 13th. <strong>The</strong><br />
food was plentiful and spritis high.<br />
Many people that had not seen the<br />
museum enjoyed the 18 rooms of<br />
collections and artifacts, including<br />
the 1800 and the 1900 rooms. A<br />
new display in the recently enclosed<br />
old locker psaces across form the<br />
military room is dedicated to Dean<br />
Hildreth, a reitred Colonel from the<br />
U.S. air Force. <strong>The</strong> toy train room<br />
was in operation, the bird and map<br />
room drew many interested viewers.<br />
<strong>The</strong> dinner was very special with<br />
the addition of Carmel apples from<br />
the original Palace of Sweets in<br />
Rockwell City from the 1940’s and<br />
1950’s using the same equipment.<br />

<strong>The</strong> first tractor show was a hit<br />
as most of the tractors that would<br />
start paraded past Sunny Knoll and<br />
Sunnyview, around the Courthouse<br />
square and on to the City Park and<br />
down Austin street and back to the<br />
museum.<br />
<strong>The</strong> tug of war with a 100 foot hay<br />
rope with people from the north side<br />
of Hiway 20 against the people from<br />
south of Hiway 20 was a lot of fun, it<br />
included people from age 8 to 80.<br />
Many people toured the Machine<br />
Shed while watching the ice cream<br />
freeze and the hamburgers and hot<br />
dogs cooking. Thanks to dozens of<br />
volunteers, it was a great event.<br />
In her closing remarks Mrs. Reed<br />
read “Everyone Needs Someone”.<br />
<strong>The</strong> chapter is now in recess until<br />
September 13. <strong>The</strong>re will be a lunch<br />
served at 6:30 by the chapter’s quilting<br />
