<strong>Code</strong> <strong>21</strong> <strong>SEAPORT</strong>, <strong>Contract</strong> #: <strong>N00178</strong>-<strong>04</strong>-D-<strong>4023</strong> <strong>FD01</strong><strong>Technical</strong> Instruction #:012TITLE: NAVSEA <strong>21</strong>, PMS 333, Inactive Ship Program Office,End of Life Cycle Systems Acquisition, Planning & ProgramManagement SupportPURPOSE: NAVSEA requires an environmental consultant toprepare an Environmental Assessment (EA) that evaluates theenvironmental impacts of the proposed donation of the Navysubmarine ex-DOLPHIN to a private/public entity andconveyed to San Diego Maritime Museum (SDMM). Under theproposed actions, after the Navy donates ex-DOLPHIN to theprivate/public entity, the entity would tow ex-DOLPHIN fromits present location on Navy property in San Diego Bay;moor ex-DOLPHIN at a new berthing space to be constructedat SDMM; and make infrastructure improvements to supportthe static display of ex-DOLPHIN as a museum and memorial;and maintain the ship in a condition satisfactory to theSecretary of the Navy.INSTRUCTIONS/GUIDELINES: In order to support Section 2,Task 6, of the Statement of Work, the contractor shallincorporate the following Instructions/Guideline:Instruction 1: End of Life Cycle Planning and ProgramManagement Support: To support the Inactive Ship programOffice, the contractor shall complete an environmentalanalysis of the ex submarine DOLPHIN proposed donation andprepare a draft and final Environmental Assessment (EA).The scope of the effort includes all work necessary todevelop the Description of the Proposed Action andAlternatives (DOPAA); characterize the baselineenvironmental conditions; evaluate the environmentalimpacts expected to result from implementation of theproposed action(s); draft and final versions of the EA;provide assistance to NAVSEA to scope the effort; andpreparation of a Finding of No Significant Impact (FONSI)if supported by the results of the environmental analysis.GOVERNMENT FURNISHED INFORMATION (GFI): The contractor willbe furnished with all pertinent documentation within five(5) working days of funding provided. This GFI shall bereturned to the Government within thirty (30) days aftercompletion of this instruction or with submission of thefinal report.

The <strong>Contract</strong>or shalldevelop a program plan detailing tasks, logicalinteractions, milestones, staff assignments, schedule anddeliverables and submit the plan to NAVSEA for review(Deliverable 1).2: Site Visit and Initial Data Collection and LetterReport. The contractor shall coordinate with NAVSEAschedule a site visit to collect data concerning currentand proposed operations and environmental baselineconditions. This site visit will include:a) An initial project kick-off meeting with NAVSEApersonnel,b) Meetings with the appropriate operations,environmental management, and safety personnel,c) Meetings with applicable environmental and planningagencies, andd) Visits to facilities and areas which may be affectedby implementation of the proposed action(s)The results of this effort shall be summarized in a letterreport (Deliverable 2).3: DOPAA Development. Based on the results of the initialsite visit, the contractor shall assist NAVSEA indeveloping the Descriptions of Proposed Action andAlternatives (DOPAA). For each alternative, the DOPAA willidentify and quantify elements that may affect the impactsexpected to result from implementation of the alternative.The DOPAA will be prepared in draft form (Deliverable 3)and submitted for NAVSEA review and comment.


4. Following NAVSEA review of (Deliverable 3), thecontractor shall revise the Draft DOPAA to incorporateresponses to NAVSEA comments and directed revisions andwill submit the Final DOPAA to NAVSEA review for acceptance(Deliverable 4).5: Draft Environmental Assessment (DEA) and Finding Of NoSignificant Impact (FONSI). Following acceptance of thefinal DOPAA, the contractor shall prepare a DraftEnvironmental Assessment (Deliverable 5) for review by theNAVSEA. Based on review of the DEA, the NAVSEA willdetermine whether the proposed action is likely to resultin significant environmental impacts. The contractor shallprepare a draft FONSI and include it with the Draft EA.The NAVSEA may distribute the DEA for external review byfederal, state, or local environmental and planningagencies and other interested parties.6: Final Environmental Assessment (FEA) and FONSI.Following review of the DEA, the contractor shall prepare aFinal EA (Deliverable 6) which incorporates responses tocomments resulting from NAVSEA review of the DEA and anychanges directed by the NAVSEA. Comments on the DEA, whichwere not incorporated into the FEA, will be identified inthe transmittal letter for the FEA and the basis for thedecision not to incorporate them will be stated. If NAVSEAdetermines that the impacts are not likely to besignificant, final FONSI incorporating all governmentcomments will be submitted with each FEA.7: Final Report Disk. The contractor shall provide toNAVSEA a Final Report Disk (Deliverable 7) which includesword processing and related computer graphic andspreadsheet files for the Final EA and FONSI (ifapplicable). The word processing files shall be inMicrosoft Word for Windows (Version 6.0) and spreadsheetfiles shall be in Microsoft Excel for Windows (Version 5.0).It is desired that computer graphic files be in a vectorfile format compatible with Microsoft Word for Windows(Version 6.0); however, they may be submitted as AutoCaddrawings or drawing interchange format (DXF) files or asHewlett Packard Graphic Language (HPGL) plotter files.8: Monthly Progress Reports. Beginning with the monthfollowing the month in which the task order is awarded, thecontractor shall submit Monthly Progress Reports


(Deliverable 8). Each report shall be submitted within 10working days following the conclusion of each calendarmonth and shall include the following information:• <strong>Contract</strong> number• Project title• Reporting period• Summary of progress during the reporting period• Problems encountered• Deliverables in NAVSEA review• Planned activities during the next reporting period• Anticipated date of next deliverable submissionSECURITY REQUIREMENTS: There is no classified workanticipated under this <strong>Technical</strong> InstructionSERVICES INFORMATION: The contractor shall not exercisepersonal judgment on behalf of the Government. TheGovernment will not assign tasks or prepare work schedulesbut will allow the contractor to meet delivery schedulesestablished in the contract/order. The Government will notexercise control or direct day to day contractorperformance.TECHNICAL INSTRUCTION: <strong>Technical</strong> Instructions (TIs) meanswritten guidance or specific task directions to thecontractor within the scope of the task order statement ofwork. TIs include: (1) directions to the contractor thatsuggest pursuit of certain lines of inquiry, shift workemphasis, fill in details, or otherwise serve to accomplishthe statement of work; and (2) guidelines to the contractorthat assist in the implementation of drawings,specifications, or technical portions of work description.TIs may not be used to (1) assign additional work; (2)direct a change as defined in the “Changes” clause of thebase contract; (3) increase or decrease the contract and/ortask order price or estimated contract and/or base taskorder amount (including fee), as applicable, the level ofeffort, or the time required for task order performance; or(4) change of any terms, conditions, or specifications ofthe task order.
