One read<strong>in</strong>g of the federal government’s performance <strong>in</strong> hir<strong>in</strong>g African Americansis that it has been driven by private-sector discrim<strong>in</strong>ation. Talented AfricanAmericans may have sought federal government as a career perceiv<strong>in</strong>g it as a faireremployer than the alternatives. That may expla<strong>in</strong> why our model predicts a slightoverrepresentation of African Americans <strong>in</strong> the <strong>Senior</strong> <strong>Executive</strong> <strong>Service</strong> by 2030.Nonetheless, the federal government and Americans should be proud of the leadershipthat federal agencies have shown <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g talented African Americans<strong>in</strong>to key roles <strong>in</strong> management. It needs to exercise the same leadership <strong>in</strong> clos<strong>in</strong>gthe diversity gap for Hispanics.
