A Better, More Diverse SeniorExecutive Service in 2050More Representative Leadership Will Improve theEffectiveness and Efficiency of the Federal GovernmentJitinder Kohli, John Gans and James Hairston September 2011Progress 2050, a project of the Center for American Progress,seeks to lead, broaden, and strengthen the progressive movementby working toward a more inclusive progressive agenda—one that truly reflects our nation’s rich ethnic and racial diversity.By 2050 there will be no ethnic majority in our nation and toensure that the unprecedented growth of communities of coloralso yields future prosperity, we work to close racial disparitiesacross the board with innovative policies that work for all.CAP’s Doing What Works project promotes government reform to efficientlyallocate scarce resources and achieve greater results for theAmerican people. This project specifically has three key objectives:eliminating or redesigning misguided spending programs and taxexpenditures, focused on priority areas such as health care, energy,and education; boosting government productivity by streamliningmanagement and strengthening operations in the areas of humanresources, information technology, and procurement; building afoundation for smarter decision-making by enhancing transparencyand performance measurement and evaluation.
