ICS - Import Control System1 IntroductionThis document describes the subset of the IFTMCS Message in it’s “Acknowledgement” versionas defined for the ICS system of DAKOSY.Why is an IFTMCS used as a reply message?For most technical as well as some functional responses, the EDIFACT interface to DAKOSY’s ICS system employsthe APERAK message.However, the messages sent by customs after the customs system received and processed a ENS declarationor amendmend fulfil another purpose in addition to being anacknowledgement for an inbound message: If the person lodging or amending the summary declaration namesa third party (e.g. the carrier) within the declaration, customs will send a copy of the acknowledgement to thisparty. This enables scenarios where the importer itself can file the ENS declaration, naming the carrier who then(after receiving the acknowledgement data for the declaration) might send the arrival notice to customs.For this purpose, customs acknowledgement messages for ENS declaration and Amendment (E_ENS_ACK andE_ENS_AAC) contain not just the MRN number, but also some basic data about the declaration itself.The APERAK message is not sufficient to carry this amount and type of data, therefore the IFTMCS is used.2 Usage scenarios2.1 Usage scenario ”ENS Acknowledgement”Carrier (DAKOSYCustomer)Third Party (PersonLoding Decl.)DAKOSY ICSCustomsSystem1: ENS Declaration (specifying Carrier)2: Acknowledgement (E_ENS_ACK)Same message is sentto Lodger and Carrier4: IFTMCS "Ack" with BGM Element 1004 = 3013: Acknowledgement (E_ENS_ACK)As shown in the image above, a third party lodging a summary declaration via DAKOSY orutilizing another system can indicate the actual carrier in it’s declaration. This would also result in an IFTMCS “Ack” being sent back.
