In reflecting on this ordeal, I’ve know that it has been one <strong>of</strong> themost significant events in my life and that <strong>of</strong> my family, and the mostsignificant event in my law enforcement career.Throughout this ordeal the department mobilized immediately to assistus. From the moment that I put out the 11-99 call for help, we had a“County Wide” response. Since I was a little pre-occupied at that time,I have no idea how many deputies and <strong>of</strong>ficers actually responded, butI’m told it was hundreds. This was the beginning <strong>of</strong> help for Ali and me,not only from this department, but the entire law enforcement family,as well as the community <strong>of</strong> <strong>San</strong> <strong>Diego</strong> County.The coming together <strong>of</strong> all these entities to assist and support Ali andme, has been overwhelming. I can’t tell you how many hundreds <strong>of</strong> visitsand phone calls I had where everyone asked if I needed anything, and<strong>of</strong>fered to assist me if I did. This ordeal, as tragic and potentially lethalas it was, has given me and my family so many good things to rememberforever with the reaching out <strong>of</strong> love, support, and care for our needs.From your command staff, and the command staff <strong>of</strong> the <strong>San</strong>tee Station,as well as from the DSA, the support and concern has been remarkableand really appreciated. One <strong>of</strong> the lessons that was re-enforced for mewas that we in law enforcement really are one big family, and this familycame out to help us when we needed them. The community as well hasbeen remarkable with their cards and prayers showing support for ourrecovery. The massive amount <strong>of</strong> letters and cards sent to us was trulyinspiring to me, and really helped me through my recovery. Withoutall this support, I’m not sure I could have come out <strong>of</strong> this ordeal t<strong>of</strong>ind my way back to work. Obviously the health care pr<strong>of</strong>essionals wereoutstanding in their efforts to help me and especially all they did forAli. I’ve sent a letter <strong>of</strong> thanks to them as well.In closing, I thank God for his presence in our lives, and the fact thathe was watching over us on September 25. Everything always gets wrapped up in tidy ways, and all within44 minutes (don’t’ forget 16 minutes <strong>of</strong> helpful commercials). Thanks tocareful editing and lots <strong>of</strong> reshoots, the TV cops always get their man.Consider the collection <strong>of</strong> pursuits regularly shown by our LosAngeles media friends on Channels 5, 9, and 13. They like to use theirhelicopters to show every mile <strong>of</strong> a pursuit, <strong>of</strong>ten hopeful (although theywon’t admit it) to see a shootout at the conclusion. Fortunately, mostpursuits on TV end with a crash, a blown tire, a pit technique, followedby a short foot chase, or my favorite part, a laydown by the suspect,where he shows textbook hot stop arrest compliance.I always smile when the bad guy hops from the car, hits the deck bellyfirst, crosses his ankles, turns his head away, puts his arms out, palmsup, and waits for the inevitable cuffs. Some <strong>of</strong> these guys have beenthrough this before, or have been to prison (where the arrest andcontrol techniques are similar). They have watched enough cops showsor have seen the pursuit process played out on local TV news programsto know the drill.Watching TV news pursuits should remind you that most hot stopsrarely go smoothly. Cars crash, scared suspects run, K9s bite thewrong people, police guns accidentally discharge, and suspects can’t orwon’t comply with complicated instructions. (Why do some cops say,“Driver, exit your vehicle and turn 180 degrees away from the sound <strong>of</strong>my voice”? Crooks didn’t take Geometry in school; no wonder they run<strong>of</strong>f or turn to look at the <strong>of</strong>ficer, confused.)Let’s define our term: A high-risk vehicle or “hot stop” should beused anytime a suspect flees, is suspected <strong>of</strong> being wanted, armed, isa parolee at large, has a hostage, is thought to be suicidal, or does notcomply with <strong>of</strong>ficers’ demands to stop via lights and sirens. A “good”hot stop means you and your partners did all the right things, workingas a team, from the onset to a successful arrest <strong>of</strong> all suspects. What will you do with suspects who are literally too stupidor too afraid to follow a single command correctly? What will you dowith suspects who cooperate by laying in the middle <strong>of</strong> the street, whilecars are still going by at blazing speeds?The key to success with these outside-the-box problems is to firstimagine they might occur and then devise safe, creative, and effectiveways to overcome them. The best times to discuss these problems arewhen times are slow and your car partners and you can improvise goodsolutions. “If he does this, we will do this…”Because <strong>of</strong> the stress <strong>of</strong> the moment, most hot stops play out too fast.Time is <strong>of</strong>ten on your side. It usually helps to try and slow thingsdown and wait for more help and better resources, like police dogs,gas rounds, CHP roadblocks, a PRT or SWAT <strong>of</strong>ficer response, hostagenegotiators, or <strong>of</strong>ficers who have different language skills. It is up toyou to talk fast and come up with a better plan for your hot stop team,on the fly. Both Maria and Darrylare highly regarded by ASTREA deputies andhave proven themselves both competent andrespected.
