OrderXIV. SWPPP REQUIREMENTSA. The discharger shall ensure that the Storm Water Pollution PreventionPlans (SWPPPs) for all traditional project sites are developed andamended or revised by a QSD. The SWPPP shall be designed to addressthe following objectives:1. All pollutants and their sources, including sources of sedimentassociated with construction, construction site erosion and all otheractivities associated with construction activity are controlled;2. Where not otherwise required to be under a Regional Water Boardpermit, all non-storm water discharges are identified and eithereliminated, controlled, or treated;3. Site BMPs are effective and result in the reduction or elimination ofpollutants in storm water discharges and authorized non-storm waterdischarges from construction activity to the BAT/BCT standard;4. Calculations and design details as well as BMP controls for site run-onare complete and correct, and5. Stabilization BMPs installed to reduce or eliminate pollutants afterconstruction are completed.B. To demonstrate compliance with requirements of this General Permit, theQSD shall include information in the SWPPP that supports theconclusions, selections, use, and maintenance of BMPs.C. The discharger shall make the SWPPP available at the construction siteduring working hours while construction is occurring and shall be madeavailable upon request by a State or Municipal inspector. When theoriginal SWPPP is retained by a crewmember in a construction vehicleand is not currently at the construction site, current copies of the BMPsand map/drawing will be left with the field crew and the original SWPPPshall be made available via a request by radio/telephone.2009-0009-DWQ 38 September 02, 2009
OrderXV. REGIONAL WATER BOARD AUTHORITIESA. In the case where the Regional Water Board does not agree with thedischarger’s self-reported risk level (e.g., they determine themselves to bea Level 1 Risk when they are actually a Level 2 Risk site), Regional WaterBoards may either direct the discharger to reevaluate the Risk Level(s) fortheir site or terminate coverage under this General Permit.B. Regional Water Boards may terminate coverage under this GeneralPermit for dischargers who fail to comply with its requirements or wherethey determine that an individual NPDES permit is appropriate.C. Regional Water Boards may require dischargers to submit a Report ofWaste Discharge / NPDES permit application for Regional Water Boardconsideration of individual requirements.D. Regional Water Boards may require additional Monitoring and ReportingProgram Requirements, including sampling and analysis of discharges tosediment-impaired water bodies.E.
