LETTER FROM THE CHAIRIt is with great pleasure that I welcome all of you toPhiladelphia, Pennsylvania for the NABCA’s 17 th AnnualAdministrator’s Conference.Our respective alcohol beverage control agenciesare similar in the goals we hope to accomplish, theprotection of public health and welfare throughregulation, education, and responsible distribution andsales of alcohol in our jurisdictions. However, we areunique because of the different cultures in our statesand the unique features of alcohol as a regulated but legal product. In addition,among state agencies we often are charged with a different set of goals andmissions than any other state agency.Because of these unique, yet similar qualities, opportunities to address issuesand operations as a group has great value to each of our jurisdictions. Each ofus can gain better insight and fashion responses to our individual mission andissues facing our agencies by hearing from our fellow alcohol beverage controlofficials and experts from across the country.This year’s agenda is again full of diverse workshops and committeemeetings designed to identify promising and proven practices that everyjurisdiction can take advantage of to accomplish their goals. Mr. Abuan joined the DLC in 2005 and is responsible for managing all ITinfrastructure assets including Warehouse Management and Point of Sales systems. Prior toworking at the DLC, Mr. Abuan worked in the fields of systems administration, storage areanetworks, and consulting services for disaster recovery solutions. During his tenure at DLC, Mr.Abuan has been responsible for overseeing over 1.4 billion dollars worth of transactions andled the initiative to modernize and automate all aspects of the IT section in order to increaseefficiency and up-time. Mr. Abuan holds a bachelor’s degree in Aerospace Engineering fromthe University of Maryland at College Park and has multiple certifications in the IT field.Farshad Allahdadi directs the License Services Division at the Oregon Liquor ControlCommission. He oversees the issuance and renewal of liquor licenses to more than 14,000businesses, 130,000 alcohol service permit-holders, and 5,000 temporary special events.Through his leadership, Mr. Allahdadi has addressed industry needs in the hospitality, retail, andmanufacturing sectors; and developed policies that promote compliance, public safety, andcommunity livability. Mr. Allahdadi first arrived at the OLCC in 2004 as the agency’s ResearchAnalyst. In that role he worked on policy innovations and budget creation; forecasted revenuegeneration and resource demands; and lead the agency’s strategic planning and businesscontinuity initiatives. Before entering public service, he worked as a Senior Credit PolicyManager for a national credit card issuer. Mr. Allahdadi has a Master’s Degree in Economicsand a Bachelor’s of Business Administration.Steve Bjeldanes is a 27 year veteran of the beverage alcohol industry in both supplier anddistributor roles. He began his career and spent 17 years in the E&J Gallo Winery system withapproximately half of those years intermittently on the actual Winery payroll in Field Sales/Marketing and Brand Management, mostly based in the Midwest. The other half of thoseGallo years were based in distributors in Sales Management roles in Kansas City, MO andChicago, IL. Steve then moved on to Allied Domecq Spirits USA as their National AccountsManager covering several of the nation’s biggest spirits off premise customers. During his fiveyear tenure at Allied Domecq, he was promoted to Division Vice President in Florida, and laterIllinois, before Allied Domecq was purchased by Beam Global and Pernod Ricard. With BeamGlobal acquiring the Allied Domecq brands, Steve joined the Future Brands organization inChicago, IL as the Assistant Regional Vice President for the West and later was promoted to therole of Regional Marketing VP for the Central part of the US for Beam Global. In 2008 Steve waspromoted to the VP, General Sales Manager role he now holds managing the Control StatesRegion. At the end of last year, Steve added the role of heading up the national accountsteams for both on and off premise. As the head of Beam’s Control States Region, Steve is amember of the Industry Steering Committee at NABCA and last year was elected to Chair theSubcommittee on Legislation and Policy for that group. Steve resides in the Chicago area andis based in Beam Global’s headquarters there.Robert Cassell Co-Founder & Master Distiller of Philadelphia Distilling, the first micro distilleryin Pennsylvania. As a managing partner he is responsible for government relations, productdevelopment, sales, public relations, and all technical aspects of distilled spirits production.Cassell started in the brewing industry while majoring in Nuclear Medicine at WheelingJesuit University. He pursued a career in brewing for the following six years at different sizedoperations, ranging from small brewpubs to one of the top ten volume producing craftbrewers in the country. It was during his time in the micro brewing industry that Cassell tookan interest in distilling and received his formal distilling education from Heriot-Watt Universityin Edinburgh, Scotland. Since the launch of Philadelphia Distilling, Cassell has been proactivein legislative matters pertaining to the distilled spirits industry. He serves on the Craft DistillerAdvisory Council, within the Distilled Spirits Council of the United States. In conjunction withPANELISTS


PANELISTSDISCUS, The American Distilling Institute, and fellow small distillers across the country he hasworked on legislative outreach on both the state and federal level. In particular, Cassell hasbeen active since 2006 promoting legislation that would permit small distillers to have on sitesales in Pennsylvania. The legislation has passed the Pennsylvania House of Representativesand is currently in the Senate Law & Justice Committee. Having cofounded the first microdistillery in Pennsylvania, Cassell has established what he believes to be a healthy dialoguewith the Pennsylvania Liquor Control Board. Recently, Robert was invited to take part in thePLCB’s Regional Advisory Panel. In 2007 Philadelphia Magazine selected him as one of their“People to Watch”. Cassell is also a Regional Board Member of the Settlement Music School ofPhiladelphia.Tonya Dusold is the Communications Director for the Iowa Alcoholic Beverages Division. Sheworks with the local and state media to relay information regarding Division operations tothe public. She also writes and designs most Iowa ABD publications and the Division’s website. Since the IABD began utilizing social networking in 2009, Tonya has been in charge ofdeveloping and maintaining the Division’s social media presence. This year she was appointedby Governor Branstad to serve on the Web Standardization Committee to help shape thefuture of the State’s online presence including websites, online services and social media.Additionally, she initiated the Division’s and Governor’s mobile tagging and applicationsusage. Tonya serves on NABCA’s Communications Committee and is a past member of theEducation Task Force Committee. Prior to joining the Iowa ABD in 2007, Tonya worked for theDes Moines Register and Juice Magazine. Tonya holds a Bachelor of Arts degree in Journalismfrom Iowa State University with an emphasis in visual communications as well as a Bachelor ofArts in Cultural Anthropology.Eddie Edwards is a successful visionary director with experience leading a full spectrum oflaw enforcement operations, cutting-edge strategic enforcement and educational initiatives,adept communicator and negotiator, able to assemble, motivate and build critical partnershipsand strategic alliances while maintaining the delicate balance between public health, safetyand business. Chief Edwards has over 20 years of law enforcement experience. In 2008, ChiefEdwards was recognized by the NH Business Association and the Union-leader, the state’slargest newspaper as one of the top 40 leaders in New Hampshire under, 40 years of age.He is also a member of the New Hampshire US Attorney General’s Identity Theft Task Forceand NH Attorney General’s Underage Drinking Task Force, the Governor’s Advisory Groupon Juvenile Justice and Federal Advisory Committee on Juvenile Justice. Chief Edwards wasappointed by the NH Attorney General to serve on the Governor’s Commission on Crime. Hehas also been appointed as a member of the New Hampshire’s legislative study commission’son street gangs and DWI. Chief Edwards graduated from the 226th National FBI Academy andholds a degree in Criminal Justice. He was certified as a Drug Recognition Expert Instructorin 2001. Chief Edwards has written legislation and regulation relative to alcohol and tobaccoenforcement. Chief Edwards currently serves on the board of directors for the New HampshireEndowment for Health. Chief Edwards serves as New Hampshire’s Disproportionate MinorityContact committee Chairman. Chief Edwards holds membership with NOBLE-NationalOrganization of Black Law Enforcement Executives, ICAP-International Chief Associationof Police, the New Hampshire Chiefs of Police Association, and NLLEA-National Liquor LawEnforcement Association.Rick Emlet has been an innovative leader in the IT systems and infrastructure industry forover 30 years. His business management background and technical insight has resultedin a history of successful ventures, leading up to the founding of Outer Edge Technology, ahosting solutions provider that builds custom, private cloud solutions to enhance businessperformance and improve profitability for its customers. Prior to Outer Edge Technology Rickled his own ASP (Application Service Provider) company, Emlet Consulting from 2002-2008. Bypartnering with hosting companies and strategically guiding CIOs to utilize new cloud services– such as email, office automation and customer specific applications – Rick understood thecompetitive edge that hosting provided, and offered these applications which improvedthe delivery of services and greatly reduced the total cost of ownership for his customers.Preceding his tenure with Emlet Consulting, Rick was co-owner and Senior Vice Presidentfor K Consultants, an information technology consulting firm with over 175 employees thatwas acquired by Safeguard Scientifics in 2000. Prior to K Consultants, Richard held executivemanagement positions at Chubb Computer Services, Integrated Systems Consulting Group,Checkpoint Systems, and Plumbmaster, Inc.James Eubanks is the Operations Manager for the Mississippi Alcoholic Beverage Controlwhich is a part of the Mississippi Department of Revenue. He has had this position sinceMay, 2006. Jamie has been in warehousing for 26 years. Prior to coming to the MississippiABC, Jamie worked for (20) years in the private sector with Wal-Mart, PFG, and Jitney Jungle.In the private sector he implemented (6) different warehouse management systems, (3)transportation management systems, and (4) RFID systems. He has implemented productionstandards, safety programs, and performed mock disaster recovery programs. Jamie resideswith his wife Kim in Mendenhall, MS, and has (3) children; then decided to start over - Dakotais (6).James Goldberg is a principal in the Washington, DC law firm of Goldberg & Associates, PLLC.He also serves as General Counsel to the National Alcohol Beverage Control Association, whichrepresents the 18 states and two counties which directly control the distribution of alcoholbeverages through the operation of government-run wholesale, and, in some cases, retailoutlets. NABCA advises its member jurisdictions of statutory and judicial developments atthe federal and state levels, among other activities. A native of Washington, DC, Mr. Goldbergreceived his B.S. degree in political science and journalism from Syracuse University and hisJ.D. degree from The George Washington University National Law Center. He is admitted topractice before the Supreme Court of the United States and is a member of the District ofColumbia and Maryland Bars, the American Bar Association and the Order of the Coif, thenational legal honorary society. He is also a member of the Board of Directors of the Academyof Hospitality Industry Attorneys.Edward Hart attended Fairmont State College in 1973, majoring in Business. After college Mr.Hart worked in the wholesale beer industry for 20 years, managing two distributorships, onein Fairmont, WV and one in Elkins, WV. In 1997, Mr. Hart was appointed Deputy Commissionerof WVABCA by Governor Cecil Underwood. In 2000, Mr. Hart became Manager of the WVABCADistribution Center. Ed has two daughters and three grand-children.Jerome Janicki is Operations VP and COO for NABCA. His responsibilities include overseeingthe Association’s MIS department, product database group, data and report production anddistribution functions, and the Association’s involvement in the alcohol beverage industry’selectronic commerce initiative. Prior to joining NABCA in 1996, Jerry worked for AT&T for 16years, then founded and managed a software and technology consulting company for 10years. Jerry began doing consulting work for the NABCA in 1988 and advised the Associationin technological matters until becoming a full-time employee. He is married, lives in Maryland,and has two children and two grandchildren.PANELISTS


PANELISTSDr. Jason Kilmer received his Ph.D. in Clinical Psychology from the University of Washingtonin 1997, and currently works at the University of Washington in both a student affairs anda research capacity. Dr. Kilmer is a Research Assistant Professor in Psychiatry and BehavioralSciences, continuing a 20-year affiliation with colleagues at the Addictive Behaviors ResearchCenter and the Center for the Study of Health and Risk Behaviors. In this capacity, he is aninvestigator on several studies evaluating prevention and intervention efforts for alcohol anddrug use by college students. He is also the Assistant Director of Health and Wellness forAlcohol and Other Drug Education in the Division of Student Life, working with different areasacross campus (including health, counseling, Greek life, residence life, and athletics) to increasestudent access to evidence-based approaches.Pat Kohler, Administrative Director, has over 29 years of progressive professional experienceand documented success in Washington state government. She has been with theWashington State Liquor Control Board since January 2002. She serves as the WashingtonState Liquor Control Board Administrative Director. Her responsibilities include overseeingthe daily operations of the agency. She provides vision, direction and leadership to the retail,purchasing, enforcement, licensing, distribution, human resources, information technologyand financial services. Pat is a Certified Public Accountant.David Latham is the Director of Information Technology for the Alabama Alcoholic BeverageControl Board. Mr. Latham has worked for the state of Alabama for 29 years serving in theDepartment of Human Resources, the state’s central Information Technology authority, andsince 2005 the Alcoholic Beverage Control Board. Mr. Latham has worked in the IT field for morethan 36 years including state government, retail, and health insurance experience. Mr. Lathamis a graduate of Troy University with a degree in Computer and Information Science, and holdsa Certified Public Manager certification. Prior to joining the Alcoholic Beverage Control Board,he was appointed as the first Information Security Officer for the state of Alabama.Chris Liu returned to the Washington State Liquor Control Board as Director of Retail followinghis appointment as Director of Washington’s Lottery. As Director of Retail from 2001 – 2005,Liu led the establishment of five new stores; the first to be constructed in 23 years. He alsoserved as the chief architect for the agency’s Retail Business Plan that has provided a 10 yearretail vision for the future. Prior to joining the state, Liu served as the General Manager forSam’s Club International, a division of Wal-Mart International, helping to establish Wal-Martand Sam’s Club in different countries around the world. Prior to Wal-Mart, Chris held GeneralManager and Sales positions in a number of national and international companies includingAuto Parts Club, Price Savers Club and Southland Corporation (7-Eleven). Liu holds a BS inBusiness Marketing from the University of Hawaii.Sarah Mart is a public health researcher and advocate whose recent projects includeresearching alcohol industry political spending and influence in California; alcohol promotionand related policies on Facebook; corporate exploitation of the small, California family winerynarrative; and industry efforts to dismantle state control of alcohol sales. Before joiningAlcohol Justice in January 2009, she directed university prevention & health promotiondepartments at Syracuse University, the University of San Francisco, and The University ofMontana-Missoula, where she wrote & led funded projects to reduce high-risk drinking incollege student populations. Ms. Mart prompted institutional refusal of alcohol athleticssponsorship at one institution, and debated the founder of the Amethyst Initiative regardingthe minimum legal drinking age. She consulted for the U.S. Department of Education’s HigherEducation Center for Alcohol, Other Drug and Violence Prevention for many years, andremains a reviewer for public health and alcohol-related scientific journals. Her work has beenpublished in the Journal for Global Drug Policy and Practice, Substance Use and Misuse, and SanFrancisco Medicine, with an article in Addiction forthcoming.Pat McKee is a Senior Research Coordinator in the Division of Epidemiology and CommunityHealth at the University of Minnesota, School of Public Health. She has managed severalresearch studies and co-authored a number of publications on high-alcohol beverages,their association with crime and neighborhood disorder, and community efforts to reduceconsumption. Her research interests include creating healthy communities via public policyand environmental change. Pat has a master’s degree in public policy from the U of MN’sHumphrey School of Public Affairs. Prior to her work with the University, she was an urbancounty planner, managing public health and housing resources for the Minneapolis area.Tim Murphy began his career with the German wines and spirits company A. Racke GmbHin Mainz where he was a Key Account Manager in their International Division. After Racke,he spent ten years at Diageo, where he worked in a number of sales, trade marketing, andbrand marketing roles in Europe and North America. Tim joined The Absolut Spirits Company(ASCI) in February 2003. He spent four years as Brand Director of the ABSOLUT Vodka Portfolio,before being named Vice President of Marketing in April 2007. In that role, he oversaw allconsumer marketing functions for the full portfolio of ABSOLUT Spirits Company brands. Timjoined Pernod Ricard in 2008 when that company acquired ABSOLUT, and he oversaw thetransition of ABSOLUT and the other ASCI brands into Pernod. In January 2010 Tim was namedVice President, Marketing Innovation at Pernod Ricard. In this role, he is tasked with developingnew marketing functions to drive incremental value for the organization. The current scopeof his role includes Meida, Multicultural Marketing, New Product Innovation, Digital / SocialMedia and Integrated Media Planning. Tim is a graduate of the University of Rochester andresides in Hoboken, New Jersey with his wife Ann, his daughter Caroline and his son Owen.PANELISTSVirginia (Ginger) Mackay-Smith is the Director of the Division of Systems Development forSAMHSA’s Center for Substance Abuse Prevention, the lead Federal agency on alcohol anddrug abuse prevention. Under SAMHSA’s Strategic Initiative for the Prevention of SubstanceAbuse and Mental Illness, Ms. Mackay-Smith directs SAMHSA/CSAP’s activities supportingthe substance abuse prevention grant programs with resources and technical assistance inplanning, implementing, evaluating, and promoting strategic, data-driven prevention programsat the community and State levels. Before joining CSAP, Ms. Mackay-Smith directed a nationalresource center for campus-based substance abuse and violence prevention, and prior to thatserved in a variety of positions in higher education directing prevention, health promotion, andacademic success programs on campus. She began her career with five years at the NationalInstitutes of Health learning program development and evaluation from the ground up. Ms.Mackay-Smith earned her Masters degree from the Harvard School of Public Health.Timothy Naimi M.D., M.P.H is a physician who is board certified in Internal Medicine, Pediatrics,and Preventive Medicine. He did his epidemiology training with the Centers for DiseaseControl and Prevention (CDC), and was a Senior Epidemiologist with CDC’s Alcohol Teamfrom 2002-2009. He is currently an Associate Professor with the Boston University Schools ofPublic Health and Medicine, and is a physician at Boston Medical Center. His areas of interestin alcohol include binge drinking, youth drinking, and alcohol control policy.Emily Novick is a Public Health Advisor in the Materials Development Team, Division ofSystems Development for SAMHSA’s Center for Substance Abuse Prevention (CSAP), thelead Federal agency on alcohol and drug abuse prevention. The Materials DevelopmentTeam oversees all of SAMHSA/CSAP’s health communications and outreach programs toadvance the use of prevention science throughout the nation. Currently, Ms. Novick serves

She is also the Task Leader forthe National Prevention Network Public Information and Media Committee, which includesoversight of the Prevention Works! publications and website and involves collaborationwith prevention professionals at the national and state level. Before joining SAMHSA, Ms.Novick was a Presidential Management Intern for the U.S. Department of Health and HumanServices (HHS), working at the Health Resources and Services Administration and the U.S.House of Representatives. She then worked as a Social Science Research Analyst for HHS’Office of the Assistant Secretary for Planning and Evaluation (ASPE) on the prevention of highrisk behavior among adolescents and as a Program Coordinator at the National Alliance onMental Illness (NAMI) of Montgomery County. She also co-founded a health communicationsand health policy consulting firm and created educational videos and PSAs for a communityaccess television station and non-profit organizations. Ms. Novick is the co-author of BuildingSupportive Communities for At-Risk Adolescents: It Takes More Than Services published bythe American Psychological Association Press in 1998. She has a B.A. from Barnard College,Columbia University and an M.P.P. from the Goldman Graduate School of Public Policy at theUniversity of California, Berkeley.Stephanie O’Brien is a graduate of Plymouth State College in Plymouth, New Hampshire andis the principal real estate broker and realtor for O’Brien Brothers Agency; she holds severalcertifications through the National Center for Housing Management. Stephanie oversees theday-to-day operations of O’Brien Brothers Agency, and takes great pride in working withinthe family business. Stephanie’s prior board experience includes serving on the executivecommittee of the Vermont Housing Managers Association and serving on the VermontHousing Council, the latter being an appointment by former Governor Howard Dean.Currently, Stephanie serves as a board member of the Lake Champlain Regional Chamberof Commerce, is an active member of the Homebuilders and Remodelers Association ofNorthern Vermont and serves as an ambassador to the annual fund raising effort for theUnited Way Campaign. Her latest accomplishment was the appointment by Governor JimDouglas to the State of Vermont’s Liquor Control Board. She is the first female in the history ofthe board to serve as a member. Stephanie is driven and able to take on any challenge. Sheis well respected by her staff and her smile and laughter fills the office. Ifyou hear her singing, you’ll know that it’s Friday because she can’t wait to go home and spendtime with her daughter Grace and husband Roger.Sunil Pandya is the Chief of Administration for the Maryland: Montgomery CountyDepartment of Liquor Control. He is responsible for the oversight of the administration, financeand Information Technology functions of the Department. Previous County Governmentpositions held by Mr. Pandya include Budget Manager in the Office of Management andBudget, Administrative Services Coordinator in the Department of Technology Services andSenior Financial Specialist in the Division of Fleet Management, Department of Transportation.Mr. Pandya holds a MBA and MS. Finance from the University of Baltimore and is a CertifiedPublic Accountant CPA.Rick Perkins has served in his current role since 2008. He is responsible for the NSLC’sbusiness planning, customer research, corporate social responsibility strategy and initiatives,as well as the NSLC’s communications efforts. Rick joined the NSLC in 2003 as Vice President,Marketing & Communications where he created a new brand for the NSLC and its firstmarketing campaigns. Prior to joining the NSLC, Rick co-founded a very successful Torontobasedcapital markets counsel firm. He also served as Global Vice-President of CorporateCommunications with Newcourt Credit Group Inc., as well Senior Manager of CorporateCommunications and Public Affairs with the Canadian Imperial Bank of Commerce. He alsoworked at the beginning of his career for the Government of Canada in the departmentsof Finance and Privatization. Rick serves as Vice Chair of the Board of Directors of the NovaScotia Hearing and Speech Foundation; is a member of the Board of Directors of the BusinessDevelopment Bank of Canada; and sits on several Retail Council of Canada committees. Rickholds an MBA from Saint Mary’s University.Steve Pharo, Executive Director of the Oregon Liquor Control Commission, oversees the226-employee state agency’s day-to-day operations, including two major program areas –the public safety services and distilled spirits programs. This includes liquor licensing andlaw enforcement, distilled spirits sales, and protecting public health and safety. The 16-yearOLCC veteran has also worked as the distilled spirits program director, as well as directorof wholesale operations and distribution center manager. Previously, he held managementpositions in private business in Portland, OR and Vancouver, WA. Pharo has a B.A. degree fromthe University of Alabama and an MBA from George Fox University. He served 31 years in theU.S. Marine Corps Reserve, retiring as a colonel.Tonia Pryce joined the Purchasing Division of the Vermont Department of Liquor Control inMay 1995, as a Program Services Clerk. In July 1999 she moved to the Vermont Departmentof Liquor Control’s Education, Licensing and Enforcement Division, as the Executive OfficeManager. In May 2008 she returned to the Purchasing Division as the Liquor PurchasingCoordinator. Mrs. Pryce holds a Business Management degree from Champlain College inBurlington, Vermont. She resides in East Montpelier, Vermont with her husband, Derek, andtheir two daughters.Rick Przebieda holds the position of National Sales Manager for Luxco. In his role, Rick isresponsible for managing the LUXCO portfolio of brands across all of the United States, aswell as the Canadian provinces. A 30-year beverage alcohol veteran, Rick has spent the last 24years working directly with the Control States. Prior to joining LUXCO, Rick held the positionof Executive Vice-President Control States with Barton Brands, Ltd. Rick’s industry experienceincludes working in many different capacities in the distributor, broker and supplier channels.Rick continues Luxco’s tradition of active involvement in the NABCA, having previously servedas the Chairman of the Industry Steering Committee. In addition, Rick has been an activeparticipant on numerous presentations made at prior Administrators Conferences. Rick has aBachelors Degree in Business Administration from Regis University in Denver, Colorado. Rick,his wife Kelli and their two sons live in Columbus, Ohio.Ralph Pugliese is a 24 year veteran of the beverage alcohol industry. Ralph spent thirteenyears with Seagram in Arizona and California, working as Chain Manager with large Regional/National chains. He evolved to Southern California State Manager in both on and off-premisechannels. He was then promoted to Michigan State Manager. After the sale of Seagram,Ralph moved on to Allied Domecq Spirits USA as their Michigan/Iowa State Manager. Duringhis three year tenure at Allied Domecq he was promoted to Division Vice-President forMichigan/Ohio/Iowa. Subsequently, Beam Global acquired a significant portion of the AlliedDomecq portfolio and Ralph transitioned over to the Future Brands organization as DivisionVice-President Central Control. With the incorporation of Future Brands into the Beamorganization Ralph maintained his role as DVP encompassing seven states. Ralph resides inthe Detroit area and is based at Beam Global’s Divisional office there.PANELISTS


PANELISTSSteven Schmidt is Sr. Vice President of Public Policy and Communications for the NationalAlcohol Beverage Control Association (NABCA). Presently he is overseeing the research anddevelopment of policy, best practices, and communication strategies to assist states managecontrol and regulatory systems and prevent alcohol related harm. Previously he was Directorof Alcohol Education for the Pennsylvania Liquor Control Board where he was responsible forthe vision and development of statewide initiatives to reduce underage drinking and high riskcollege drinking; creation of innovative education/prevention programs for local communities;establishment of grant programs that funded college and community prevention efforts; anda comprehensive Responsible Alcohol Management Program. Steve has consulted with stateand national organizations; authored several articles; and presented at numerous international,national, and state conferences on a variety of alcohol related issues. He has been professionallyemployed for over 31 years in positions responsible for addressing alcohol related issues atlocal, state and national levels.Mary Segawa is the Alcohol Awareness Program Manager at the Washington State LiquorControl Board (WSLCB). Mary came to the agency in January, 2010, after working in theprevention field and with students throughout her career. Prior to coming to the WSLCB, Maryserved as the executive director of TOGETHER!, a community-based non-profit agency focusedon preventing youth substance abuse and violence. Before TOGETHER!, she spent 16 years as astudent services professional at universities in Missouri, Indiana, and Washington. Segawa hasa B.S. in psychology from Kansas State University and an M.S. in counseling from Missouri StateUniversity. She and her husband have two grown children.Craig Vanderland currently serves as the Chief Financial Officer for the Virginia Departmentof Alcoholic Beverage Control. He has been with the agency for 26 years in a progression ofpositions in numerous divisions. As CFO, Craig serves as part of the Department’s executiveleadership team providing effective strategic leadership and management in the areas of finance,accounting and internal controls, management decision support, policy and program analysis,strategic and operational planning, market research, procurement and facilities management.Craig serves as point person for the agency’s review of privatization by providing objective,fact-based analyses of privatization proposals from policy and fiscal perspectives. He has a B.S.in Management from Virginia Tech and an MBA from Virginia Commonwealth University.Doug Webb is the Deputy Director of Administration for the Iowa Alcoholic Beverage District.He is in charge of labor management and planning. Doug serves as the liaison to the brokers,suppliers and class E licensees. He also works on many special projects. Additionally, he worksvery closely with product control, policy and administration staff. Doug has extensive customerservice, business development and operations management experience. Prior to joining theDivision, he served as management with a number of retailers including Gordmans, Lowes andWal-MartJonathan Williams was appointed as Chairman of the North Carolina Alcoholic BeverageControl Commission in October 2009. Chairman Williams previously served as Deputy Secretaryfor the Department of Crime Control and Public Safety. He joined the North Carolina Departmentof Crime Control and Public Safety in 1999 and served as General Counsel, Legislative Liaisonand as Assistant Secretary for Administration. He was in the private practice of law in Goldsborofrom 1990 to 1999 and was also active in a wide variety of community activities there.Stacey Witalec of Harrisburg, Pa, was named Director of External Affairs for the PennsylvaniaLiquor Control Board in March 2010. As director, Witalec serves as a key advisor to the threememberLiquor Control Board, providing counsel on issues related to alcohol education,public policy and strategic communication, while developing proactive messaging tohighlight the agency as the largest purchaser of wine and spirits nationally with state,national and international media outlets. Prior to joining the Liquor Control Board, Witalecwas appointed by Governors Tom Ridge and Edward G. Rendell as the Press Secretary andDirector of Communications for the Pennsylvania Department of Public Welfare, and spentnearly a decade working to promote, improve and sustain the quality of life for Pennsylvania’smost vulnerable citizens. Witalec began her career in Washington, D.C. with top-ten publicrelations firm Porter Novelli International, as part of the Health Care and Social Marketingteam, working with clients including Solvay Pharmaceuticals (Luvox and Lithium), GoJoIndustries, Inc. (Purell Instant Hand Sanitizer) and the American College of Gastroenterology,on the launch of Prilosec. After returning to Pennsylvania, Witalec joined Philadelphia-basedTierney Communications, supporting clients including the Pennsylvania Turnpike and theAmerican Academy of Medical Acupuncture, while providing crisis communications counselto the Associated Baptists for World Evangelism during an international incident. A native ofReading, Pennsylvania, Witalec earned a bachelor’s degree in public relations from MillersvilleUniversity in Lancaster Pa. In addition to her public relations and media experience, Witalec isactive in various youth community programs and non-profit charitable organizations. Witalecresides in Harrisburg with her husband and three children.Diane Wurdeman is the Retail Operations Manager of the Montgomery County Departmentof Liquor Control, managing 23 liquor stores and over 200 employees. She oversees thedaily operations of the stores, including inventory, customer service, employee performance,training, purchasing of Bordeaux Futures, and store infrastructure including design andcoordination of new store buildouts. In her 12 years with the Department of Liquor Control,she has received several customer service and partnership awards, and received Montgomery’sBest Honor Awards Program 2008 Montgomery County Employee of the Year. Diane iscurrently certified by the State of Maryland as an Alcohol Awareness Instructor. Before joiningthe Deparment of Liquor Control, she received a Master of Science in Kinesiology from theUniversity of Maryland, College Park, and worked as an instructor and researcher.Wendell Young, IV Is President of United Food and Commercial Workers Local 1776. The Unionrepresents more than 22,000 members who work in retail, food processing, manufacturing,healthcare and professional offices in southeast, northeast and central Pennsylvania, southernNew York and northeast Maryland. He is a Vice President of the UFCW International Union.Young was born in 1961 in Philadelphia. He attended Archbishop Ryan High School as wellas Penn State and LaSalle Universities. He is a graduate of Saint Joseph’s University’s ComeyInstitute of Industrial Relations, where he has served as an Advisory Board member and taughtcourses in labor economics and collective bargaining. From 1977 to 1983, Young was employedat Penn Fruit and Acme Markets. In 1983, he began his career as a union representative, inwhich capacity he worked as a field representative and an organizer. Subsequently, as theunion’s lead negotiator he assumed responsibility for all collective bargaining activities andspearheaded a number of initiatives as a union negotiator to establish affordable child careand education benefits for working families. He was elected President of UFCW Local 1776,taking office in January 2005, and serves as a trustee overseeing health and pension benefittrust funds for the union’s members. Young is involved actively with fundraising activities forthe Leukemia and Lymphoma Society, the ALS Association and other charitable causes. Hewas the recipient of the City of Hope Tri-State Labor and Management Council 2009 Spirit ofLife Award. In 1998 he was the Democratic candidate for the Pennsylvania State Legislature inthe 61st District. Young resides in Lower Providence Township in Montgomery County, PA.
