The Department of Environment (DOE), the technical arm of the Ministry of Environment andForest (MOEF) is the regulatory body and the enforcement agency of all environmental relatedactivities. Like all other projects, this project also needs to meet the requirement of the DOE. Anenvironmental assessment (EA) study needs to be undertaken for obtaining the environmentalclearance. As per ECR 1997, the proposed <strong>Padma</strong> Multi-purpose <strong>Bridge</strong> having the length of about6.15km falls under the Red Category and hence, necessitates a full-scale EIA. Steps to be followed forobtaining Environmental Clearance Certificate (ECC) in connection with the construction/reconstruction / extension of bridges over 100 meter in length (under Red Category) from DOE areoutlined in Figure 1-3. Public participation or consultation is not a condition in the ECR 1997 and orEIA Guidelines, however, DOE prefers the proponent to engage in public participation and putconditions while providing site clearance or during the approval of the EIA TOR.1-12
