4 Scoping and prioritization of impacts/risks4.1 Scoping Framework4.1.1 Methodology1. The objectives of the scoping process are to identify significant (i) environmental and socialissues early enough to feed them back to the planning team before engineering decisions aremade, (ii) environmental components that will be affected during pre-construction, construction,and O/M stages of the <strong>Project</strong>, and (iii) environmental impacts during various stages of the <strong>Project</strong>that need to be thoroughly assessed and addressed for mitigation and management. The framework of the scoping procedure is shown in Figure 4-1. The scoping frameworkconsists of five major steps (a) harmonized environmental safeguard requirements, (b) projectinformation, (c) review of previous environment studies, (d) public and expert consultations, and (e)collection of baseline information.
