Overall ProgressUnder Component B (ICRM and BiodiversityConservation), wherein DENR is the lead agency andBFAR was tasked to facilitate the conduct of ParticipatoryCoastal Resource Assessment(PCRA), BFAR RO2 conducted6 Training of Trainor’s and 6 Actual PCRA at theMunicipalities of (4 brgy.) Sta. Teresita, (3 brgy.) Abulug, (9brgy) Sanchez Mira, (8 brgy) Pamplona, (9 brgy) Ballesterosand (40 brgy. {27 BFAR-ICRMP Funded, 13 *LGU Funded})Aparri, Cagayan. This resulted to a 92% (11 municipalities)accomplishment based from total project life targetof 12 municipalities. There is also a total of 117 brgy.accomplished out of the 132 project life target, an 89%accomplishment. Boat and gear inventory was includedduring the assessment together with the identificationof existing livelihood projects supported by NationalGovernment Agencies and Non-Government Agencies.(Annexure 1 PCRA Summary of Findings).BFAR RO2 also conducted 1 Orientation Briefingon the Writeshop on Municipal Coastal EnvironmentProfile (MCEP) preparation for the 12 ICRMP coveredareas. A 50 % accomplishment for the total project lifetarget of 2 MCEP Orientation Workshop. This was attendedby the LGU – ICRMP Technical Working Group consistingof Municipal Planning Development Officer, MunicipalBudget Officer, Municipal Agriculturist, Sangguniang Bayanon Tourism/Environment and Natural Resources/Fisheries,FARMC, Representative from Academe, Municipal HealthOfficer , ABC Chairman, SK Federation Chairman, FisherfolkRepresentative, People’s Organization Representative,PNP Representative, Women’s Group Representative,Non-Government Organization, DENR, and BFAR. MCEPfor the municipalities of Claveria, Sta. Praxedes, Buguey,and Sta. Teresita is being prepared/edited by LGU – TWGwith results of the PCRA being provided by this office asinputs for the document. Two municipalities, Sta. Ana andGonzaga are now in the finalization and publication of theMCEP. BFAR and DENR will assist and recommend for thefinalization of said document.Another activity undertaken was the formation andstrengthening of ICRM organizations in which BFARRO2 spearheaded the conduct of Reorganization/Strengthening of FARMC in 6 Municipalities. These arethe Municipalities of Sta. Teresita, Abulug, Sanchez Mira,Pamplona, Ballesteros and Aparri, Cagayan. MunicipalFARMCs were formed and officials were inducted by theirMunicipal Mayors. The council will be responsible in theformulation of local ordinances that will help sustain,conserve and develop the fishery sector in their respectivemunicipalities. These will also help them improve and befully operational through the creation of internal policies,plans and programs and later on be qualified to jointhe search for Outstanding FARMC for 2010. (Annexure2 Inventory of People’s Organization and Annexure 3Inventory of FARMC)Training/Workshops on Capability building andSWOT for FARMC were also conducted for the 12 coastalmunicipalities (Sta. Praxedes, Claveria, Sanchez Mira,Pamplona, Abulug, Ballesteros, Aparri, Sta. Teresita,Buguey, Gonzaga, and Sta. Ana). However, conduct of suchactivity was postponed for the municipality of Calayan dueto unfavorable sea weather condition. The SWOT resultshall serve as additional reference of the municipality incoming up with policies and relevant and timely ICRMinterventions. Likewise the Capability Building Trainingalso aimed at strengthening MFARMCs and fisherfolkassociations to establish high level of awareness amongthem towards the urgent need to conserve, manage andprotect their coastal resources.To familiarize bantay dagat, enforce futureMPA priority beneficiaries and community memberswith fisheries laws and regulations and strengthen thetechnical capabilities of fisherfolk and local officials inthe enforcement of salient provisions of the FisheriesCode and the Local Fishery Ordinances, BFAR RO2conducted Deputy Fish Warden (DFW) training forthe 12 coastal municipalities (TOT clustered group),wherein 420 individuals attended and will be deputizedas local fish wardens upon completion of trainings to beconducted early months of 2010. The Regional FisheriesTraining Center facilitated the conduct of said activity. Anorientation briefing on fisheries laws and procedures wasalso conducted during the 46 th Fish Conservation Week.(Annexure 4 Inventory of Bantay Dagat)30
