BFAR Regional Office 02Licensing of CFVsElver dispersal in Quezon, Isabela.Fish Quarantine and InspectionPursuant to the provisions of Sec. 67 of RA8550, the bureau has conducted 7 fishery plantsinspection and product certification on 7 preprocessing/processingplants and mobile ice-makersat San Mateo and Gamu, Isabela; and Gonzagaand Sta. Ana, Cagayan. Likewise, conducted 775quarantine inspection of fish cargoes to aircrafts atthe Tuguegarao City airport, 28 inspection of seacraftsat Sta. Ana and Aparri ports and verified/cleared2,992.32MT fish commodities for the issuance of417 permits to domestic fishery product shipments.The bureau maintains quarantine checkpoints inthe towns of Sta. Praxedes, Cagayan; Aritao, NuevaVizcaya, Tuguegarao City International Airport andalso has on-call quarantine officer for foreign vesselsdocking in Port Irene, Sta. Ana, Cagayan.The office also issued a fishery productexport permit for the trading of 5.2MT marine fishesfrom Camiguin Islands and Calayan, Cagayan boundfor Taiwan, following provisions of Sec. 61 (d) of theFisheries Code.Commercial fishing vessels (CFVs) arerequired under the law (Sec. 26 to 30), to registerand secure license for fishing vessel and gear tothe Department of Agriculture thru the BFAR. For2009, BFAR RO2 has conducted inspection on 100commercial fishing vessels and issued 35 CFVL andCFVGL and 511 Commercial Fishermen and fishworkers Licenses. Commercial fishing vessels arefishing vessels 3.1 gross tons and above and aregenerally used beyond the 15 kilometer municipalwaters.Fish Health ManagementThe bureau maintains fish health laboratoriesin CVROSFR, San Mateo, Isabela and at the regionaloffice in Tuguegarao City. The Fish Health Laboratoryrenders services like water quality analysis(dissolved oxygen, pH, ammonia, temperature andturbidity level), for fish farmers and at major CBWs,parasitological and bacteriological examination, andresidue (banned aquaculture chemicals residue)monitoring.For 2009, both laboratories were able toanalyze 256 samples for 58 clients and conductedinspection of 30 aquafarms for disease preventionand registration. Continuous water quality monitoringin Cagayan, Pata and Namuac Rivers, Buguey Lagoonand Magat Reservoir were also conducted.Fishpond Lease AgreementsThe bureau conducted 3 inventories and 18verification/inspection of Fishpond Lease Agreements(FLA) in at Buguey, Cagayan covering 31.330 hectaresand recommended 3 has. FLA for renewal in the samemunicipality. FLA areas are public lands such as tidalswamps, mangroves, marshes, foreshore lands andponds suitable for fishery operations but by virtueof the law, are inalienable. FLA areas as determinedby the bureau can be leased for maximum of 25years and can be renewed with maximum area of50 hectares for individuals and 250 hectares forfisherfolk organizations or organizations pursuantto Sec. 45 and 46 of RA 8550.Fish Health Officer Melba Francisco preparesspecimen of tilapia for analysis as to the occurenceof parasites or diseases, at the BFAR Fish HealthLaboratory in San Mateo, Isabela.National Stock Assessment ProgramThe National Stock Assessment Program(NSAP) of the bureau with focus on Marine FisheriesStock Assessment maintained its twenty-two (22)observation sites in the region — twelve (12) inBatanes, and ten (10) in Cagayan. This programprimarily aims to develop capabilities of BFAR22

ANNUAL REPORT 2009Regional Staff to undertake stock assessmenttogether with the Local Government Units in thestudy areas and to evaluate exploitation level ofthe marine fisheries resources, specifically, marinefishes.For this year, five survey sites for endemicspecies such as elvers, goby fry and crablets wereadded in the province of Cagayan.NSAP technical paper entitled “MarineFisheries Stock Assessment in Batanes Waters(Second Phase)” was presented and awarded 2 ndBest Research Paper during the Research andDevelopment In-House Review on October 1-2,2009 at Arinaya Beach Resort, Pagudpud, IlocosNorte. This was also presented during the 14 thZonal Commodity Research and Development cumTechnology Roadshow for Fisheries at Alad Resort,Caoayan, Ilocos Sur. This paper provides additionalinformation and supporting facts to the benchmarkdata generated during the first phase of the study(October 1997-September 2002) on the status ofmarine resources in Batanes Waters.Two NSAP technical papers – 1) “MarineFisheries Stock Assessment in Babuyan Channel(Second Phase)” and 2) “Marine Fisheries StockAssessment in Batanes Waters (Second Phase)” werealso presented during the Year-end PerformanceReview and Evaluation at the Crown Regency Hotel,Cebu City. Resource Persons from the differentinstitutions such as the FISH – Fisheries Improved forSustainable Harvest Project and the NFRDI – NationalFisheries Research and Development Instituteemphasized on the urgent need for informationon the actual state of our major fishing grounds,which will be the basis of resource managers on theformulation of policies and management measuresfor the sustainable development and conservation ofthis highly valuable but already dwindling resources.NSAP length frequency data for Batanesand Cagayan were also used to estimate length atfirst maturity of ten commercially important speciesin Babuyan Channel and Batanes Waters.
