The Southern Cal Board of Directors met in
a Special Meeting on Wed, Feb 8, 2012 at the
SCC HS Supt’s Office. President Jim Brown
called the meeting to order at 7:17 am. Director
members present included Vice-President
Mark Schleisman, Judy Hungate, Larry Irwin,
and Alan Wedemeyer. Others present included
Supt Jeff Kruse and Board Secretary Carol
Collins.
Wedemeyer motioned, Hungate seconded,
to approve the agenda as presented. Motion
carried 5-0.
ACTION ITEMS
Early Retirement Plan
Supt Kruse presented a proposal for an Early
Retirement Plan (ERP) package for the current
school year which includes a 1-time payment
to eligible SC employees who offer their
resignation. The payment would be made from
the district’s Management Fund, and savings
would be directly realized in the General Fund.
Eligible employees qualify according to years
of service to the district and age. The board
retains the right to determine the number of
approved applications. Following discussion,
Irwin motioned, Schleisman seconded, to adopt
the ERP as presented for the current school
year. Motion carried 5-0.
With no further business to discuss, Hungate
motioned, Schleisman seconded, to adjourn
the meeting. Motion carried 5-0. The meeting
adjourned at 7:31 am.

Calhoun County Courthouse, Rockwell City,
Iowa, on the 27 th day of January, 2012, at 10:30
a.m.

The determination of whether the attorney
for the child will be paid for privately by the
parent(s), guardian or custodian, or whether
the attorney will be court-appointed at State
expense, will be made at the time of the
hearing. If court-appointed counsel at the State
expense is requested, the requesting party
shall prepare an Affidavit of Financial Condition
and file same with the Clerk of Court at least
two (2) days prior to the hearing. The forms
are available from the Office of Juvenile Court
Services, the Department of Human Services,
or from the Clerk of Court.
Parents, guardians or custodians of children
alleged to be Children in Need of Assistance,
also have the right to counsel for themselves as
well as the child. If court-appointed counsel is
requested, the same application procedure set
forth above should be followed, indicating that
the request is on behalf of the child and parent,
guardian or custodian.
Your failure to appear may subject you to
contempt of Court sanctions.

The Calhoun County Board of supervisors
will hold their second reading on the following
Ordinance on Tuesday, February 28, 2012 at
11:00 am. Boardroom, Courthouse, Rockwell
City
Ordinance 2012-1
An Ordinance Prohibiting the Unlawful Use of
Engine and Compression Brakes
Section I. Purpose
The purpose of this ordinance is to prohibit
the excessive, loud, unusual or explosive use
of engine and compressed air-braking devices
within designated areas in Calhoun County.
Section II. Prohibited Acts
It shall be unlawful for the driver of any
vehicle to use or operate or cause to be used
or operated within designated areas in the
unincorporated areas of the County of Calhoun,
State of Iowa, any engine brake, compression
brake or mechanical exhaust device designed
to aid in the braking or deceleration of any
vehicle that results in excessive, loud, unusual
or explosive noise from such vehicle, unless
such use is necessary to avoid imminent
danger. Such prohibition shall be applicable
only to those public highways or portions
thereof identified in Section III.
Section III. Areas of Prohibition
The prohibition set forth in Section II shall
apply to the following public highways or
portions thereof:
(a) Highway 4 between one mile
north and one mile south of the intersection of
Highway 4 and 4-Lane Highway 20 inclusive.
(b) 4-Lane Highway 20 between one
mile west and one mile east of the intersection
of Highway 4 and 4-Lane Highway 20 inclusive.
Section IV. Exceptions
Emergency vehicles shall be exempt from
the application of this ordinance.
Section V. Enforcement
This ordinance is deemed to be a county
infraction. It shall be enforced pursuant to
Ordinance #96-1.
Section VI. Adoption
This ordinance will take effect upon final
publication.

The Board of Supervisors of Calhoun County
met with the following members present:
Jacobs & Nicholson, Hoag, Sr. by telephone.
Jacobs served as Vice-chair.
Agenda additions: Approve claim
It was moved by Nicholson and seconded by
Hoag, Sr. to approve the agenda (as amended).
Ayes all. Motion carried
The minutes of the last meeting were read.
It was moved by Nicholson and seconded by
Hoag, Sr. to approve the minutes. Ayes all.
Motion carried.
The public hearing was held at 9:10 a.m.,
as published, concerning a DNR Construction
Permit Application from Marc Hoyle, 322 I
Avenue, Churdan, IA 50050, for construction of
one new 2,496 head, deep pit, swine finishing
barn at an existing facility. Animal Unit Capacity
of the operation will be 1,997 animal units.
This unit is being proposed in Section 32-86-
31, Reading Township, Calhoun County, Iowa.
Present was: Keith Roos, Marc Hoyle, Marcus
Urelius, Al Urelius, A. Marie Grubisill, Roger
Coon, and Linda S. Coon. Oral comments
were received. After a discussion, it was moved
by Nicholson and seconded by Hoag, Sr. to
approve the MATRIX plan as recommended by
Keith Roos, as County Notification Agent. Ayes
all. Motion carried.
Ron Haden, Engineer, and Steve Goins,
Assistant to the Engineer, met with the Board to
update them on secondary road projects.
It was moved by Nicholson and seconded by
Hoag, Sr. to approve plans for P.C.C. Patching
Project No. FM-C013(82)—55-13. This is
patching for Routes N47, N57 and N65. This will
be farm to market funding with a May 15 letting
through the DOT. Ayes all. Motion carried.
Bruce Nuzum, Vice President Finance,
with Iowa Area Development Group-West
Des Moines, met with the Board to view a
presentation on a Community Development
and Tax Increment Financing for Calhoun
County for Highways 4 & 20 Interchange.
Those present were: Pam Anderson, Director of
Calhoun County Economic Development; Rox
Carisch, REC; Craig Lang, Twin Lakes Utility
Pollution Control Association; Bruce Nuzum,
Iowa Area Development Group-Des Moines;
John Wahl, REC; Mike Moran, REC; Joan
Wagner, Assessor; and Mike Cooper, Twin
Lakes Utility Pollution Control Association. No
final decision was made.
Insurance committee members being
Robin Batz, Sue Hammen, Linda Ellis, and
Ron Haden met with the Board to review
insurance options. Also present was Cindy
Voorde and Kathy Bennett. After a discussion,
it was moved by Hoag, Sr. and seconded
by Nicholson to approve the final insurance
package of 2000/4000 deductible, 4000/8000
with an out of pocket maximum to TPA (Third
Party Administer) to 500/1000 deductible and
1000/2000 out of pocket maximum for FY
12/13. Delta Dental will remain the same. Ayes
all. Motion carried.
It was moved by Nicholson and seconded by
Hoag, Sr. to adjourn until 9:00 am on Tuesday,
February 14, for their next regular meeting.
