<strong>The</strong> Southern Cal Board of Directors met in<br />

a Special Meeting on Wed, Feb 8, 2012 at the<br />

SCC HS Supt’s Office. President Jim Brown<br />

called the meeting to order at 7:17 am. Director<br />

members present included Vice-President<br />

Mark Schleisman, Judy Hungate, Larry Irwin,<br />

and Alan Wedemeyer. Others present included<br />

Supt Jeff Kruse and Board Secretary Carol<br />

Collins.<br />

Wedemeyer motioned, Hungate seconded,<br />

to approve the agenda as presented. Motion<br />

carried 5-0.<br />

ACTION ITEMS<br />

Early Retirement Plan<br />

Supt Kruse presented a proposal for an Early<br />

Retirement Plan (ERP) package for the current<br />

school year which includes a 1-time payment<br />

to eligible SC employees who offer their<br />

resignation. <strong>The</strong> payment would be made from<br />

the district’s Management Fund, and savings<br />

would be directly realized in the General Fund.<br />

Eligible employees qualify according to years<br />

of service to the district and age. <strong>The</strong> board<br />

retains the right to determine the number of<br />

approved applications. Following discussion,<br />

Irwin motioned, Schleisman seconded, to adopt<br />

the ERP as presented for the current school<br />

year. Motion carried 5-0.<br />

With no further business to discuss, Hungate<br />

motioned, Schleisman seconded, to adjourn<br />

the meeting. Motion carried 5-0. <strong>The</strong> meeting<br />

adjourned at 7:31 am.<br />

<strong>The</strong> Calhoun County Board of supervisors<br />

will hold their second reading on the following<br />

Ordinance on Tuesday, February 28, 2012 at<br />

11:00 am. Boardroom, Courthouse, Rockwell<br />

City<br />

Ordinance 2012-1<br />

An Ordinance Prohibiting the Unlawful Use of<br />

Engine and Compression Brakes<br />

Section I. Purpose<br />

<strong>The</strong> purpose of this ordinance is to prohibit<br />

the excessive, loud, unusual or explosive use<br />

of engine and compressed air-braking devices<br />

within designated areas in Calhoun County.<br />

Section II. Prohibited Acts<br />

It shall be unlawful for the driver of any<br />

vehicle to use or operate or cause to be used<br />

or operated within designated areas in the<br />

unincorporated areas of the County of Calhoun,<br />

State of Iowa, any engine brake, compression<br />

brake or mechanical exhaust device designed<br />

to aid in the braking or deceleration of any<br />

vehicle that results in excessive, loud, unusual<br />

or explosive noise from such vehicle, unless<br />

such use is necessary to avoid imminent<br />

danger. Such prohibition shall be applicable<br />

only to those public highways or portions<br />

thereof identified in Section III.<br />

Section III. Areas of Prohibition<br />

<strong>The</strong> prohibition set forth in Section II shall<br />

apply to the following public highways or<br />

portions thereof:<br />

(a) Highway 4 between one mile<br />

north and one mile south of the intersection of<br />

Highway 4 and 4-Lane Highway 20 inclusive.<br />

(b) 4-Lane Highway 20 between one<br />

mile west and one mile east of the intersection<br />

of Highway 4 and 4-Lane Highway 20 inclusive.<br />

Section IV. Exceptions<br />

Emergency vehicles shall be exempt from<br />

the application of this ordinance.<br />

Section V. Enforcement<br />

This ordinance is deemed to be a county<br />

infraction. It shall be enforced pursuant to<br />

Ordinance #96-1.<br />

Section VI. Adoption<br />

This ordinance will take effect upon final<br />

publication.<br />

Ron Haden, Engineer, and Steve Goins,<br />

Assistant to the Engineer, met with the Board to<br />

update them on secondary road projects.<br />

It was moved by Nicholson and seconded by<br />

Hoag, Sr. to approve plans for P.C.C. Patching<br />

Project No. FM-C013(82)—55-13. This is<br />

patching for Routes N47, N57 and N65. This will<br />

be farm to market funding with a May 15 letting<br />

through the DOT. Ayes all. Motion carried.<br />

Bruce Nuzum, Vice President Finance,<br />

with Iowa Area Development Group-West<br />

Des Moines, met with the Board to view a<br />

presentation on a Community Development<br />

and Tax Increment Financing for Calhoun<br />

County for Highways 4 & 20 Interchange.<br />

Those present were: Pam Anderson, Director of<br />

Calhoun County Economic Development; Rox<br />

Carisch, REC; Craig Lang, Twin Lakes Utility<br />

Pollution Control Association; Bruce Nuzum,<br />

Iowa Area Development Group-Des Moines;<br />

John Wahl, REC; Mike Moran, REC; Joan<br />

Wagner, Assessor; and Mike Cooper, Twin<br />

Lakes Utility Pollution Control Association. No<br />

final decision was made.<br />

Insurance committee members being<br />

Robin Batz, Sue Hammen, Linda Ellis, and<br />

Ron Haden met with the Board to review<br />

insurance options. Also present was Cindy<br />

Voorde and Kathy Bennett. After a discussion,<br />

it was moved by Hoag, Sr. and seconded<br />

by Nicholson to approve the final insurance<br />

package of 2000/4000 deductible, 4000/8000<br />

with an out of pocket maximum to TPA (Third<br />

Party Administer) to 500/1000 deductible and<br />

1000/2000 out of pocket maximum for FY<br />

12/13. Delta Dental will remain the same. Ayes<br />

all. Motion carried.<br />
