Note: At the time of adopting the <strong>2012</strong>/<strong>2016</strong> <strong>Delivery</strong> <strong>Program</strong> and <strong>2012</strong>/2013 Operational Plan (24 May <strong>2012</strong>), <strong>Council</strong> was awaiting advicefrom the Independent Pricing and Regulatory Tribunal (IPART) on an application for a ten-year Special Variation to General Income (a “CBDSpecial Rate”) from <strong>2012</strong>/2013. As a result, <strong>Council</strong> adopted two budget options (Option 1 incorporating the special rate variation; Option 2incorporating only the approved ‘rate pegging’ allowance for <strong>2012</strong>/2013) and agreed to rescind the redundant option on receipt of IPART’sdecision.On 4 June <strong>2012</strong>, <strong>Council</strong> was advised by IPART of the approval of the application for the <strong>2012</strong>/2013 financial year only.At the meeting of 28 June <strong>2012</strong>, <strong>Council</strong> rescinded budget Option 2.The section of the <strong>Delivery</strong> <strong>Program</strong> dealing with the CBD Special Rate (see page 17) has been revised to reflect IPART’s determination.It is <strong>Council</strong>’s intention to apply to IPART again in 2013/2014 for a further nine-year extension of the CBD Special Rate.
