How to Read the <strong>Delivery</strong> <strong>Program</strong> and Operational Plan (Continued)Quadruple Bottom Line Assessment<strong>Council</strong>’s entire IPR framework is intended to ensure that all interests – social, economic, environmental and governance - are comprehensivelyaddressed. These Quadruple Bottom Line (QBL) principles underpin the establishment, implementation and review of <strong>Council</strong>’s operational activitiesand guide their alignment – often on a multi-dimensional basis – with the strategic goals of <strong>Coffs</strong> <strong>Harbour</strong> 2030.In the Operational Plan – to help illustrate the outcome-focused intent of <strong>Council</strong> activities - Service Elements are tagged with special icons whichindicate the key QBL area (or areas) that they address. These are:Social Environmental Economic GovernanceAssessment FrameworkPerformance measures have been assigned to each <strong>Council</strong> activity in the Operational Plan. These will allow performance measurement at activity,Element and Service levels and will contribute to the assessment of performance at strategic and organisational levels. The development of longtermsustainability indicators is an ongoing project for <strong>Coffs</strong> <strong>Harbour</strong> 2030; preliminary measures in the <strong>Delivery</strong> <strong>Program</strong> (for assessing outcomesrelating to 2030 Objectives) will be reviewed as sustainability indicators are finalised.Financial Estimates<strong>Program</strong> Budgets identify detailed allocations for <strong>2012</strong>/2013 and the subsequent three years. For reference, the adopted budget figures for theprevious year (2011/<strong>2012</strong>) are also provided. While the full <strong>2012</strong>/<strong>2016</strong> <strong>Program</strong> Budgets are provided as a separate document, the online version ofthe Operational Plan also incorporates the individual budget details for each <strong>Program</strong>.
