3.4 Survey results summaryIn the on-street, off-street and setback parkingsurveys in three areas in Guang’anmen, three sitesin Guomao and in Cheniandian and Liufuang, thefollowing results were found:●●While on-street parking occupancies are highand illegal parking on streets, sidewalks andsetbacks rampant, vast amounts of vacantparking spaces are found in adjacent ornearby off-street parking facilities. Parking onsidewalks and setbacks accounts for 67% of allparking demand in the Langqin area. In theYuanwuqu area this is 19% and in Xinhe 53%.Average vacancy in the off-street parking lotswere 81.3% in Langqin Guoji, 70.7% in XinheJiayuan, 80% in Xingcheng Guoji, 64.3%Zhonghai Guangchang and 70.6% in Jinqiao.Each of these had large vacancies during peakon-street parking demand hours as well.●●The areas’ parking supply is higher than theparking demand. The problem of parking inthese areas is not a lack of parking spaces buta lack of parking management. Vacancies inoff-street parking facilities can be utilized tohost illegally parked cars on streets, sidewalksand setbacks. A better designed and enforcedon-street parking system, with paid parkingon all streets, can facilitate short-term parkingand allows for car-free sidewalks and setbacksand bike lanes on most streets. Some streetshad no parking fees imposed and others werecheaper, especially in the Langqin area.●●The parking price policy is not working properly,with parking prices that are negotiatedwith the parking attendants and discountedfrom the official price. This also discouragesdrivers to use vacant spaces in off-streetparking. Moreover the parking revenue is nottransparent, with no access to this informationby the government.●●The parking zones are too large to effectivelydiscourage drivers from driving to highdemandareas and streets within these zones.●●Traffic as well as cyclists and pedestrians areslowed down by illegally parked vehicles.Enforcement action against illegal parking israrely taken.●●A large share of parked vehicles parks formore than three hours. In Langqin 46%of vehicles are parked over two hours. InYuanwuqu this is 44% and in Xinhe 39%. Theaverage parking duration in Langqin is 5.02hours, in Yuanwuqu 4.14 hours and in Xinhe2.51 hours. The turnover of parking spaces isalso low at only 4.0 cars/parking space/day inLangqin and 3.6 in Yuanwuqu. Without timelimits for on-street parking, these vehiclesreduce the availability of vacant parkingspaces and cause cruising for parking, addingto more traffic on the streets.●●The on-street parking systems lack moderntechnology, resulting in a lack of data on parkingdemand, occupancy, turnover and traffic.Parking revenue is not monitored.
