Survey resultsSurveys were performed at the entire <strong>parking</strong> lotbetween 5.30am and 10pm. Turnover of <strong>parking</strong>spaces was very low, with only 119 movementsduring the survey period, resulting in a turnoverof only 0.62 cars/space. Of all cars driving out andin, or in and out, of the <strong>parking</strong> lot, 22% parkedover 4 hours. 54% parked under two hours.Due to the low turnover, most <strong>parking</strong> lots werenever seen fully lifted up. The <strong>parking</strong> guardsclaim not to be able to see the actual occupancyof each <strong>parking</strong> space and are unaware of which<strong>parking</strong> space is rented out. As a result the actualoccupancy at the start and finish of the surveyis unknown. It is known that multiple <strong>parking</strong>spaces very vacant on-ground at the start of thesurvey and remained so throughout the day andthat the lifts that did go up throughout the dayshowed vacancies. Based on extrapolation ofuseful survey data the maximum occupancy is53%.On the other hand, <strong>parking</strong> demand rightoutside off-street <strong>parking</strong> lot remained highthroughout the day. This <strong>parking</strong> is illegal butunenforced.What the Cheniandian mechanical <strong>parking</strong>has done is attract more traffic and <strong>parking</strong>,rather than solve the problem of chaotic <strong>parking</strong>in the hutong.3.3.4 Liufang metro station areaParking facilities are provided on the western andeastern sides of Liufang metro station on metroline 13 in northern central <strong>Beijing</strong>.On the western side 21 <strong>parking</strong> spaces arelocated on the setback and three car <strong>parking</strong>spaces are in use for bike <strong>parking</strong>. The operatorof the P+R facility is Jinglianshunda, supervisedby the Chaoyang district. Parking prices for P+Rfacilities, as set by the Development & ReformCommittee, are not followed according to the<strong>parking</strong> guards. On the western side drivers arecharged 2 RMB/15min (from 7am-9pm), 0.5RMB/hour (from 9pm-7am) or 20-25 RMB/day.Staff from the metro company park for free.On the eastern side 15 <strong>parking</strong> spaces arelocated on the sidewalk and setback and threecar <strong>parking</strong> spaces are in use for bike <strong>parking</strong>.The operator is Gonglianshunda. Parking pricesfor P+R facilities, as set by the Development &Reform Committee are not followed, accordingto the <strong>parking</strong> guards. On the eastern side driversare charged according to the official on-street<strong>parking</strong> prices for <strong>Beijing</strong>’s central zone, whichare 2.5 RMB/15min for the first hour and 3.75RMB/15min for the following hours.
