The proposed on-street parking system first ofall makes better use of existing road space andlegalizes parking on most street sections that arealready used for parking illegally. The proposedstreets with on-street parking are shown inthe graph below. The total number of parkingspaces is shown as well. Xinhe areaXinhe Jiayuan is a residential development in the west of Guangwai Jiedao and is surrounded by four streets: ChamaBeijie, Malianidao Lu, Chama Jie and Chayuan Lu. The full-day on street survey shows high rates of illegal parking onstreets, sidewalks and setbacks, and high parking demand on the setback outside the building on the east and southside where parking is formalized. Parking demand fluctuates throughout the day with the peak demand at 3.30pm. The survey also finds out that 61% of the cars park for less than 2 hours andthe average parking duration is 2.51 hours, which indicates that most of the cars parking here are for short-termparking.
