Langqin area <strong>parking</strong> analysisThe Langqin area faces high <strong>parking</strong> demand onstreets and illegal <strong>parking</strong> on streets, sidewalksand setbacks is frequent. The table below showsfor each section the <strong>parking</strong> demand, existing<strong>parking</strong> balance (i.e. shortage or vacancy of <strong>parking</strong>spaces), the proposed on-street <strong>parking</strong> supply(as described on the next page) and the <strong>parking</strong>balance in the proposed on-street <strong>parking</strong> system.Some streets will have a shortage of <strong>parking</strong>spaces, where others will have vacancy. At thesame time, numerous off-street <strong>parking</strong> spacesin the nearby Langqin Guoji development arevacant.This proves there is no shortage of <strong>parking</strong>spaces, but the <strong>parking</strong> demand is distributedunevenly.Proper <strong>parking</strong> enforcement will force driversto make better use of existing vacancy and realtime<strong>parking</strong> guidance systems can help directdrivers to vacant spaces. No additional off-street<strong>parking</strong> facilities are required.There are a couple of other issues not taken intoaccount that prove there is no shortage of <strong>parking</strong>spaces in the area:●●no other off-street <strong>parking</strong> facilities,such as the Langqin Huayuan residentialdevelopment, were studies, but additionalvacancies are expected in the area, whichcan serve drivers <strong>parking</strong> further away fromLangqin Guoji. Public access to off-street<strong>parking</strong>, with <strong>parking</strong> sharing, is essential.●●When implementing a paid on-street <strong>parking</strong>system drivers, <strong>parking</strong> demand will drop forseveral reasons. Some drivers will decide toshift travel mode and sell or relocate their car.Especially long-term <strong>parking</strong> will be affectedand move to off-street <strong>parking</strong> or areas outsidethe paid <strong>parking</strong> zones, where <strong>parking</strong>is cheaper or free of charge and with no timelimits imposed. International experienceshows this drop in <strong>parking</strong> demand within thezone to be around 20-25%. Actual on-streetdemand in the Langqin area will therefore belower.The proposed on-street <strong>parking</strong> system first ofall makes better use of existing road space andlegalizes <strong>parking</strong> on most street sections that arealready used for <strong>parking</strong> illegally. The proposedstreets with on-street <strong>parking</strong> are shown inthe graph below. The total number of <strong>parking</strong>spaces is shown as well.
