Moreover, if a street ischarged for, the price can be negotiated with the<strong>parking</strong> guard. As a result, setback <strong>parking</strong>, whichis cheaper, is very full and illegal, free <strong>parking</strong> iswidespread. Inconsistent <strong>parking</strong> prices encouragepeople to drive around searching for free orcheaper <strong>parking</strong>.Interviews with <strong>parking</strong> guards reveal that thoseon Hongju Jie work for a state-owned companyfrom which they buy formal receipts from theiremployer for 4,000 RMB, with which they generallylast two weeks, since few drivers ask for aformal receipt. They receive a small salary andmay pocket all <strong>parking</strong> revenue exceeding theirtarget. On Hongju Dongjie the <strong>parking</strong> guard,working for a different company, states he receivesa higher salary but needs to pass along all <strong>parking</strong>revenue to his company.They both charge for hourly <strong>parking</strong> accordingto the official price but eagerly offer discounts forlonger-term or monthly <strong>parking</strong>.
