Moreover, if a street ischarged for, the price can be negotiated with theparking guard. As a result, setback parking, whichis cheaper, is very full and illegal, free parking iswidespread. Inconsistent parking prices encouragepeople to drive around searching for free orcheaper parking.Interviews with parking guards reveal that thoseon Hongju Jie work for a state-owned companyfrom which they buy formal receipts from theiremployer for 4,000 RMB, with which they generallylast two weeks, since few drivers ask for aformal receipt. They receive a small salary andmay pocket all parking revenue exceeding theirtarget. On Hongju Dongjie the parking guard,working for a different company, states he receivesa higher salary but needs to pass along all parkingrevenue to his company.They both charge for hourly parking accordingto the official price but eagerly offer discounts forlonger-term or monthly parking.
