The location of everyparked vehicle is documented, distinguishingbetween <strong>parking</strong> on-street (between the curbs),on the sidewalk and on the setback. Surveys startat 7.00am and start the last round at 9.00pm,finishing around 10pm.Simultaneously, existing on-street and setback<strong>parking</strong> supply for each section is documented.Step 3: survey data analysisFrom the <strong>parking</strong> demand and supply the occupancyis retrieved for every hour and every streetsection.From the license plate documentation the<strong>parking</strong> duration of each car is documented andbundled per street section. The turnover per <strong>parking</strong>space is obtained by comparing the <strong>parking</strong>duration and <strong>parking</strong> supply. The <strong>parking</strong> locationis documented and presented per street section.OutputThe surveys provide insights into the <strong>parking</strong>behavior on every street section. The average<strong>parking</strong> time is found, giving insights into theeffectiveness of the <strong>parking</strong> price. For instance,the severance of illegal <strong>parking</strong> (on sidewalks andmost setbacks) is found for each street section.Moreover, shortages and surpluses of vacant <strong>parking</strong>spaces are mapped and help in reorganizingand balancing <strong>parking</strong> supply and demand.3.2.2 Off-street <strong>parking</strong>Goal of the surveys is to document existing <strong>parking</strong>practices. Studied are:●●<strong>parking</strong> demand – documentation of thenumber of cars <strong>parking</strong> throughout the day;●●<strong>parking</strong> supply - documentation of thenumber of officially marked <strong>parking</strong> spaces●●<strong>parking</strong> occupancies, turnovers and durationsare derived from the survey data above.publicly accessible and of reasonable size.Step 2: conducting the surveyFor each off-street <strong>parking</strong> location, surveyors areassigned to every entrance/exit and document allincoming and outgoing cars. The time (5 minuteintervals) and license plate (last four digits)of every car entering and exiting the off-street<strong>parking</strong> lot are documented, including the notewhether the car was entering or exiting. Thelicense plates of cars already in the <strong>parking</strong> lotsare documented before the survey starts. Parkingsupply is documented as well.Step 3: survey data analysisFrom the <strong>parking</strong> demand and supply the occupancyof the off-street <strong>parking</strong> location isretrieved throughout the entire day. Parking durationfor each car is obtained from the license platedocumentation. The turnover per <strong>parking</strong> space isobtained by comparing the <strong>parking</strong> duration and<strong>parking</strong> supply.OutputThe <strong>parking</strong> duration, occupancy and vacancy isderived from the survey results. Off-street <strong>parking</strong>vacancy is important to accommodate excessdemand that currently parks on sidewalks andsetbacks.3.3 Case study resultsThe Guang’anmen area is described first, followedby Guomao (page 78) and Cheniandian andLiufanf areas (page 85).3.3.1 Guang’anmenThree areas in Guang’anmen were studied. TheLangqin area (page 19) is a residential area witha large shopping mall and office tower namedLangqin Guoji. The Yuanwuqu area (page 48) isan office and residential area with ground-floorshops. The Xinhe area (page 71) is a residentialcommunity with ground floor shops and oneoffice tower and tea market.Step 1: preparing locationsTo be of value to other drivers, off-street <strong>parking</strong>buildings selected for the survey need to be<strong>Beijing</strong> Parking, <strong>ITDP</strong>-<strong>China</strong> 171 March 2015
