To implement <strong>parking</strong> reform in <strong>Beijing</strong>, startingwith a demonstration project is recommended.Guang’anmen, which already has plans foron-street <strong>parking</strong> reform, can be a good areato start. Parking problems are wide-spread andof different nature, and solutions to the currentproblems in Guang’anmen can serve as examplesfor other areas in <strong>Beijing</strong>. In the implementationschedule Guang’anmen district is used, but otherdistricts can be chosen as well for demonstrationimplementation.The following steps for on-street <strong>parking</strong> reformare recommended.Phase 1: Surveys and preliminary planning& design of demonstration <strong>parking</strong> project(2-3 months)Detailed <strong>parking</strong> studies need to be conducted inthe Guang’anmen area. Surveys include:●●Existing on-street <strong>parking</strong> demand, occupancies,turnover, supply and illegal <strong>parking</strong>;●●Existing and planned off-street <strong>parking</strong>demand, occupancies, turnover and supply●●Traffic surveys into average speed during peakhours to identify areas where a more restrictive<strong>parking</strong> should be followed;●●Identification of no or low-<strong>parking</strong> supplyareas, based on existing pedestrian volumes,historical and tourist value, business centers,etc.Based on these surveys, preliminary zonesand designs for each streets can be made.Improvements to walking, cycling and publictransport can be incorporated when redesigningroad cross sections.Phase 2: Public tender (2 months)Starting partly simultaneously with conductingthe survey, the government needs to establishdetailed requirements, both technical and service,of the on-street <strong>parking</strong> system it envisions,following the recommendations outlined in thisreport.Selection of the private <strong>parking</strong> companyshould be done under a public procurementtender. The winning bid is the most cost-effectiveoffer that meets those requirements. Other factorsthat should be taken into consideration includefinancial stability and viability of the private operator,relevant experience, references and equityrequirements for investment. This can be includedin the tender as pre-qualification criteria or it canbe formally evaluated in the tender process.Phase 3: Contracting (1 month)The contract is the main mechanism the governmenthas to control the level of service of the operatorand determine the fundamental parametersof operations. There are two main components ofthe contract: the obligations and the rights of theoperator. The obligations establish performancestandards to the system and service the governmentrequests. The rights establish the paymentor revenue that the operator receives in return.Furthermore, the rights and obligations of thegovernment are to be defined.Phase 4: Construction (4 months)During the construction phase the main activitiesare installation of <strong>parking</strong> hardware (<strong>parking</strong>signs, <strong>parking</strong> meters, occupancy sensors, occupancyboards, etc.), road construction, installationand debugging of the communication network,establishment of the central management officeand staff recruitment and training. Projects witha smaller number of <strong>parking</strong> spaces can be constructedsooner, down to two months.Phase 5: OperationBefore formal operation, a one month trialoperation is recommended to let drivers getfamiliar with using the system and let the operatorfix teething problems, both technically andoperationally.Full-fledged operation can start after the onemonth trial, if the operator meets the level ofservice set out in the service level agreement.The implementation schedule, includingon-street demonstration reform, institutionalchanges, off-street reform and financial reform, isshown in the following graphic.<strong>Beijing</strong> Parking, <strong>ITDP</strong>-<strong>China</strong> 1611 March 2015
