8.1 CommunicationsParking is becoming an increasing annoyanceto <strong>Beijing</strong>’s residents and media have recentlybeen investigating <strong>parking</strong> revenues and whichorganizations pocket these. Now is the time forthe government to act and implement policiesand systems that provide long-term, sustainablesolutions to <strong>parking</strong>, with positive effects to trafficand pollution.Of crucial importance is explaining what the<strong>parking</strong> reform entails, how it works and whatthe benefits for the people are. Important is todemonstrate how the proposed on-street <strong>parking</strong>system organizes the streets, provides <strong>parking</strong>spaces for those who need it, improves walkability,livability and road safety, reduces congestion,reduces air and noise pollution and increasesappeal and business from tourists and locals. Theproposed technology enables the government tobe transparent about <strong>parking</strong> revenues.Residents may not like paid <strong>parking</strong>, at pricelevels according to the standard, but it needs to beexplained that that is the only way to steer drivers’behavior and make on-street <strong>parking</strong> spacesavailable to them. It is made easy to pay withdifferent payment modes and the revenue is openabout <strong>parking</strong> revenues and how they are usedto develop public transport and NMT improvements.Through open communication it can beexplained to <strong>Beijing</strong>’s residents that this <strong>parking</strong>reform benefits them and is best for the city.8.2 Residential permitsIt is not recommended to provide residentialpermits for those living within the on-street<strong>parking</strong> zone. If it is decided to provide residentialpermits, for instance for old residential areasParking meter in Brisbane states that “Money collected from this <strong>parking</strong> meter is being used to build and maintainfootpaths across Brisbane”.
