<strong>parking</strong>, thereby ignoring the official price policies.As a result, the government receives no datafrom the <strong>parking</strong> operators on <strong>parking</strong> demand,occupancies and turnover and therefore has nodata to base <strong>parking</strong> policies and <strong>parking</strong> priceson.In the surveyed areas in Guomao, except fortaxi stops, no formal on-street <strong>parking</strong> whatsoeveris in place, although illegal on-street <strong>parking</strong> iscommon.For off-street <strong>parking</strong> more advanced systemsare in place, but this varies from building tobuilding. The most advanced off-street <strong>parking</strong>garages identified in the site visits have real-time<strong>parking</strong> vacancy boards at the entrance of thepremises and some are connected to the real-time<strong>parking</strong> vacancy boards that are found on thestreets. Although no surveys were done into this,several of these were found to show incorrectinformation, with actual vacancies much higherthan vacancies shown on the boards.In one off-street <strong>parking</strong> garage found, lightsabove each <strong>parking</strong> space indicate with green andred lights whether the <strong>parking</strong> space is occupied.This reduces circling inside the garage.Some <strong>parking</strong> garages were found to havetwo or three level mechanical <strong>parking</strong>, reducingthe required floor space for off-street <strong>parking</strong>provision. Many of these were not in use though.Possibly explanations are dysfunctional systemsor ample supply at more convenient on-groundspaces in the garage.Payment in off-street <strong>parking</strong> garages is donein cash, or in some instances with an RFID card,when exiting the <strong>parking</strong> garage. Fees are timebasedand calculated through a <strong>parking</strong> buildingspecificRFID card that is swiped when enteringand exiting.In most garages found, private <strong>parking</strong> spacescan be rented yearly, with spaces reserved forspecific cars only, indicated by plaques withlicense plate numbers.<strong>Beijing</strong> Parking, <strong>ITDP</strong>-<strong>China</strong> 141 March 2015
