The responsibility ofenforcement of illegal <strong>parking</strong> on sidewalks andsetbacks should be with the Traffic Police.Citizen enforcementIn 2005 Guangzhou implemented a successfulapproach to enforcement of illegal <strong>parking</strong> onwalkways. Citizens could take a photo of theinfringing vehicle, and submit it to the TrafficPolice. The vehicle owner would be fined andthe person submitting the photo received a cashreward of 20 RMB. The system was very successful,and subsequently generated complaints andeven lawsuits from drivers who were illegally<strong>parking</strong>. It became controversial, and was unfortunatelydiscontinued.
