6.5 Parking enforcementThe surveys described in chapter 3 show howcommon illegal <strong>parking</strong> on <strong>Beijing</strong>’s streets,sidewalk and setbacks has become without properenforcement carried out. Enforcement of <strong>parking</strong>payment within the paid on-street <strong>parking</strong> systemcan best be done by the <strong>parking</strong> operator, usingthe technology described earlier. The <strong>parking</strong>operator can also best be put in charge of notifyingdrivers of <strong>parking</strong> in illegal locations. It is inthe operator’s best interest that drivers park in thepaid on-street <strong>parking</strong> system, rather than illegallyon streets and sidewalk.Currently enforcement of illegal <strong>parking</strong> issparsely done by a government organizationcooperating with the Traffic Police. Despite nothaving the legal right to issue fines, they documentthe <strong>parking</strong> offence (include taken photoproof), share this with the Traffic Police and sticka notice on the car’s window. This summons thedriver to report to the Traffic Police and pay thefine there.This protocol works well, but is currentlydone on a very small scale. The protocol can befollowed by the <strong>parking</strong> operator as well. TrafficPolice can be notified of illegal <strong>parking</strong> throughthe PDA, which also enables sending the locationof the violation. The Traffic Police can thenA car in Budapest (Hungary) is clamped for failing topay the <strong>parking</strong> feefollow up on proper enforcement. Towing truckscan be used for immediate removal of illegallyparked cars in locations causing danger to trafficand pedestrians.
