5.4 Shenzhen, <strong>China</strong>In early 2014 Shenzhen’s car ownership exceeded2.75 million cars, with a monthly increase of40,000, resulting in traffic congestion duringpeak hours. The city government launched a pilotprojects for on-street <strong>parking</strong> reform by March2014 to regulate and manage on-street <strong>parking</strong>in an effort to reduce <strong>parking</strong> demand and cartravel for daily use and make better use of publicresources. The project was implemented using thefollowing phases:Phase I: Planning & Design of on-street<strong>parking</strong> zonesTraffic surveys, <strong>parking</strong> supply and demandsurveys provided insights into current <strong>parking</strong>practices in Based on the surveys four pilot areaswere identified and include 1,673 on-street <strong>parking</strong>spaces. These areas had no <strong>parking</strong> fee at thattime. Start of the operation of the system was setfor 1 July 2014.Phase II: Issuing new <strong>parking</strong> price policyand public hearingPrevious plans for <strong>parking</strong> price policies, developedin 2012 and 2013, were presented at publichearings and inputs used in revisions of thepolicy. The new <strong>parking</strong> prices, which only applyto the four pilot areas, were set as shown in thetable below.which <strong>parking</strong> payment automatically starts. Theother payment option is by cell phone app. PDAsfor <strong>parking</strong> inspectors, as well as a data managementcenter, which can communicate with all theequipment, were part of the technology provision.Phase IV: OperationFor the operation of the new <strong>parking</strong> system,three phases were used:●●Step 1: During one month the governmentpublicized the upcoming changes, explainingwhy the system is needed and how it works;●●Step 2: During one month the system wason trial. The operator was able to test andimprove and drivers were given the chance totry out the system. Parking was not yet paidfor during the trial stage;●●Step 3: Start of formal operation from 1 July2014.The inspection of <strong>parking</strong> payment complianceis done by the Shenzhen Road TrafficManagement Center. When a parked car has notpaid, the <strong>parking</strong> inspector records all necessaryinformation using a handheld PDA, which printsa note that is put on the car’s windshield andautomatically sends the record of <strong>parking</strong> violationto the Traffic Police. The <strong>parking</strong> technology consists of<strong>parking</strong> sensors, an on-board tag and a cell phoneapp. Tags can be bought at <strong>parking</strong> service centersas well as online. The on-street sensors automaticallyrecognize a car with a tag installed, afterOfficial data from the first month of operationshows:●●63,807 clients have registered in the systemand 82% of this number used the cellphoneapp;●●The average daily occupancy rate is 42.31%and the turnover rate is 5.26;●●80 inspectors are distributed among the fourpilot areas;●●PDAs recorded 26,523 violations, including<strong>Beijing</strong> Parking, <strong>ITDP</strong>-<strong>China</strong> 1141 March 2015
