The market shouldaccelerate its construction, with the governmentproviding 10% of the parking need, following the‘1 car 1 space’ approach which risked locking incar dependent development for decades to come.The government would focus on building P+Rfacilities around metro stations, parking guidancesystems, strengthening orderly on-streetparking, and better enforcement and regulations.Differentiated off-street parking standards weresuggested according to parking zones and typesof buildings and land use. There would be strictcontrol on parking supply and higher prices inthe central areas (within the fourth ring road) andhigher supply and lower prices in the outlyingareas of Beijing.Beijing’s 12th Five Year TrafficDevelopment Plan - TransportationDevelopment and Construction,Communications Commission, 2012The 12th Five Year plan again focused on publictransport priority, 50,000 public parking spacesand on adding parking supply in residentialareas (200,000 spaces) and 21,000 additionalP+R facilities at metro stations. For areas withlarge, perceived parking shortages, the use ofgreen space for parking and parking sharing wasencouraged. Differentiated off-street parkingstandards for different zones were promoted.The use of modern technology was suggested foron-street parking. For parking prices, guidelineswere initiated: on-street parking more expensivethat off-street, central areas more expensive thanoutlying areas, and on-ground parking higherprices than underground.2.3 Parking pricesParking prices are set by the Beijing Developmentand Reform Commission, as shown in the tableon the previous page. The prices reflect maximumprices and operators are free to charge less thanthis standard. Some of the parking provisionsare market-priced, without interference from thegovernment standards.2.4 Parking standardsThe Beijing Planning Commission develops theparking standards for new developments. The currentstandards, implemented in 2003, are shownin the table following.Updates on this parking standard are underway,but not yet publicized. Rumors are these standardswill rise to an average of 0.8 parking spaces/unitwith over 1 parking spaces/unit outside the 5thring road.To encourage private investment in the provisionof off-street parking, the city governmentstarted subsidizing the construction of independentlyoperating parking lots (not related to otherdevelopments). Since 2012, 2,000 RMB/parkingspace is provided from city government budgets.District government can subsidize operation andmaintenance costs. Since 2014, 5,000 RMB/parkingspace is provided for mechanical parking.2.5 Stakeholders and tasksBy January 2014 the city government administration,with Mayor’s approval, laid out the rolesand responsibilities of all of Beijing’s parkingrelatedgovernment departments. As of now, thegovernment departments involved in parking aredescribed below with their authorities and roles.Beijing Communication Commission●●Develop city-wide parking policies and planning.Input from Planning Commission andsigned off by city government;●●Supervise city-wide on-street and off-streetparking operators, in cooperation with districts’parking management departments;●●Implement parking management center,collecting data on parking.District governmentsEvery district has a parking management departmentunder the district government and BeijingCommunication Commission.
