<strong>Air</strong> Operator Certification Part <strong>119</strong> Page 6(6) conducting occurrence investigations in accordance with <strong>OTAR</strong> Part13; and(c)(d)Notwithstanding paragraph <strong>119</strong>.53(b), and if applicable to the structure ofthe applicant’s organisation, the nominated postholder responsibilities forcrew competency assessment may be assumed by the nominatedpostholder responsible for air transport operations under paragraph<strong>119</strong>.53(b)(1).Any function referred to in paragraph <strong>119</strong>.53(b)(1) may be delegated toother personnel provided the nominated postholder responsible for thefunction retains accountability and the delegation is acceptable to theGovernor.<strong>119</strong>.55 Personnel competency requirements(a)(b)Nominated postholders within the operator’s organisation shall meet thecompetency requirements at Appendix A.An applicant for the grant of an air operator’s certificate shall establishprocedures:(1) to initially assess and then to maintain the competence of personnelauthorised to plan, perform, supervise, inspect, or certify the airtransport operations listed in the applicant's operations manual; and(2) to ensure personnel are provided with written evidence of the scopeof their authorisation.(c)(d)An applicant may contract a training organisation acceptable to theGovernor to perform the functions of checking to assess, or training tomaintain, the competence of the applicant’s personnel in accordance withparagraph <strong>119</strong>.55(b)(1).An applicant that contracts with an organisation under paragraph<strong>119</strong>.55(c) shall include in its operations manual details of:(1) the functions to be transferred to the organisation; and(2) the scope of the checking or training to be carried out by theorganisation; and(3) the authority of the organisation in respect of the checking ortraining functions to be carried out; and(4) the nominated person responsible, within the organisation, for themanagement of the contract.<strong>Air</strong> <strong>Safety</strong> <strong>Support</strong> <strong>International</strong> (ASSI) Issue 7 Overseas Territories Aviation Requirements
