HUMAN RESOURCE MINIMUM OBLIGATORY INFORMATION REQUIREMENTS (<strong>HRMOIR</strong>)2012/13 Financial YearPREAMBLEBackground InformationOver one hundred entities within the Western Australian State Government <strong>Sector</strong> are required toreport workforce information through the Workforce Analysis and Collection Application (WACA) inaccordance with <strong>Public</strong> <strong>Sector</strong> <strong>Commission</strong>er’s Circular 2009‐09. The dataset which is collected fromWA State Government <strong>Sector</strong> entities is known as Human Resource Minimum Obligatory InformationRequirements (<strong>HRMOIR</strong>).The <strong>HRMOIR</strong> dataset was first introduced in 1993 and has been revised regularly over time. Thecurrent dataset was issued in 2007 and features two main changes, namely the adoption of theAustralian and New Zealand Standard Classification of Occupations (ANZSCO) in place of the formerAustralian Standard Classification of Occupations (ASCO) and the introduction of geographical codes(Geocodes) which allow for the mapping of workforce locations across the State.Since June 2008, data has been collected from approximately 130 entities each quarter. Workforceinformation derived from the <strong>HRMOIR</strong> data collection is used to provide Government and entities withappropriate, timely and accurate information to assist and inform strategic management andworkforce planning in the WA State Government <strong>Sector</strong>. Workforce demographic reports andworkforce planning links are available at:http://www.publicsector.wa.gov.au/Positioning/WorkforcePlanning/Pages/Default.aspxThe purpose of this document is to provide entities with the list of <strong>HRMOIR</strong> data fields together withdefinitions for the data that is collected. Examples have been included wherever appropriate. Readerswill also find advice on how to avoid common errors whilst compiling the data and a list of technicalrequirements for submitting data. Entities which have outsourced their human resource services maywish to advise their HR system provider of the contents of this document to ensure appropriatesystem configuration.For further advice and information, the <strong>HRMOIR</strong> State Administrator can be contacted atstateadministrator@psc.wa.gov.au.Important Dates<strong>HRMOIR</strong> data is reported every census quarter using the last pay period ending on or before thecensus dates of 31 March, 30 June, 30 September and 31 December. A census quarter is defined as athree‐month interval beginning on the first day after the previous census period and ending on thelast pay day in the current quarter.
